RE: Pace Neighborhood Meeting
Last evening , the Planning Staff conducted a second neighborhood
meeting on the proposed Harmony Market P.U.D. (PACE) at the Evan-
gelical Covenant Church on S. Lenay Avenue. Members of City
staff present included Ted Shepard (Project Planner) , Joe Frank,
Eric Bracke, Susan Hayes, Brian Woodruff, Mike Herzig, Gary Diede
and myself. The developers were represented by a full cadre of
private consultants including representatives of PACE. Approxi-
mately 225 neighborhood residents and other interested persons
attended the meeting.
The meeting lasted approximately three hours . The discussions
centered around two primary issue areas : Process and impact.
The process questions were undoubtedly the most sensitve and emo-
tionally charged issues at the meeting and, most likely, the most
difficult one to resolve at this point in time. The process com-
plaints were largely directed toward the City. Process questions
included the combined master plan/preliminary/final plan submit-
tal ; amendment to the Master Plan; and a general frustration that.
the project was perceived as being "fast tracked" . The widesp-
read sentiment was to slow the process down.
The remaining part of the meeting dealt with the specifics of the
project. The applicants presented detailed site plans, building
elevations, and landscape plans . Also, the applicants' traffic
consultant made a lengthy presentation on traffic impact . Many of
the comments made by the neighbohood were good ones and dealt
with buffering, design quality, storm drainage, and questions
regarding how noise, light, traffic and visual impact would bn
mitigated. Suggestions were offered in regard to the use of
exterior materials, berming, setback of buildings , etc. In other
cases, the comments were directed at issues beyond the scope and -
responsibility of this applicant including air quality, city-wide
traffic, and the I-25 interchange. Also, there was some rehash-
ing of old complaints and problems from the Fairway Estates
neighborhood. The meeting offered staff a wealth information and
advice that will be valuable for our review of the proposal .
Overall , the meeting was very emotional . Then staff conducted
themselves in a professional manner. Although a considerable
amount of information was exchanged, there was very little agree-
ment reached on the project . The group was split , in my opinion,
among those who outright opposed the project and those that were
concerned that the project be correctly nlanned and the potential
impacts mitigated.

Further meetings are planned on this project. This evening, the
applicants will be meeting with representatives of the various
neighborhood organizations and associations. In addition, a spe-
cial work session on this project is planned in early April with
the Planning and Zoning Board.
