Dear Mr. Vaught,
For your information, attached is a copy of the Staff's comments concerning
Boardwalk and Lemay - G.T. Land, which was presented before the Conceptual
Review Team on February 13, 1989.
The comments are offered informally by Staff to assist you in preparing the
detailed components of the project application. Modifications and additions to
these comments may be made at the time of formal review of this project.

CONCEPTUAL REVIEW STAFF COMMENTS
MEETING DATE: February 13, 1989
PROJECT:-GT Lands Regional/Community Shopping Center
APPLICANT: Frank Vaught, Vaught-Frye, 2900 S. College Ave., Fort Collins,
CO 80525
LAND USE DATA: Request for 419,000 square foot regional/community shopping
center on 48 acres, with grocery/drug/furniture showroom
COMMENTS:
1. Power is available at the north side of Harmony. The location of trans-
formers on site needs to be coordinated. Fifteen foot easements arc
needed along Harmony and Lemay and 10' along Boardwalk.
2. There is a 12" water line in Boardwalk, north of Harmony, that will need
to be extended and a line west of Lemay to be extended. Sewer will be
extended west from Oakridge Drive. There is a 16" sewer shown on the
utility master plan that would be eligible for oversizing reimbursement
when installed.
3. Existing trees on the site should be evaluated by the City Arborist.
4. A storm drainage report/plan and grading plan will be required. On-site
detention is required.
5. A detached 8' sidewalk should be provided within the 80' setback area
along Harmony.
6. Access on Harmony needs to be approved by the State Highway Depart-
ment.
7. Street oversizing fees will apply.
8. A traffic impact analysis will be required. This analysis will be used to
evaluate off-site improvements (ie. turning lanes, accel/decel lanes).
9. The number of driveway cuts on Oakridge Drive for the service areas
needs to be evaluated.
10. Signing and striping needs to be shown on the utility plans.
11. Pedestrian connections throughout the site and particularly to the Harmony
building pads need to be strengthened.

12. Treatment of the backs of buildings along Oakridgc Drive will be critical,
to maintain visual quality with service areas occurring in this vicinity.
13. A neighborhood meeting will be required. The APO map submitted by the
applicant is suitable to be used for the area of notification.
14. The setbacks and landscape treatment along the Harmony frontage should
continue the pattern established elsewhere along Harmony, with generous
setbacks, berming and plant material.
