Attached are three copies of the Oak/Cottonwood Farm Amended
Master Plan. We have made revisions in response to Staff
Comments .
As we have discussed with City Staff , the need to amend the
Master Plan is technical and not substantive in nature , as the
access , circulation , development pattern , and the type and
intensity of land uses proposed is the same as was indicated on
the Master Plan approved in 1987 . It is our understanding that
the amendment has been requested by City Staff only because the
420 , 000 square feet of retail , office , theaters , restaurants ,
etc. indicated on the 1987 plan as potential uses for Parcel 1-B
did not specifically state that the Parcel could be developed
with those uses included in a Community-Regional Shopping Center.
In the interest of clarity , we have changed the land use label
on Parcel 1-B to include Community-Regional Shopping. Other Staff
comments have been addressed as follows :
1 . The following note has been added to the Master Plan:
Parcels 1-G and 1-H are intended to form buffers between
the existing residential neighborhood to the west of the
subject property , and the non-residential uses planned
for Parcel 1-B. Special land use considerations for
these Parcels are as follows :
1-G Uses to be considered on Parcel 1-G are
limited to those uses allowed by right in
the R-L Low Density Residential District -
Sec . 29-132. 1 through Sec. 29-132. 7 of the
Code of the City of Fort Collins as of the
date of approval of this Master Plan.
Those uses are :
1 . Single-family dwellings .

2. Public and private schools for
elementary and high school
education.
3 . Public and nonprofit quasi-public
recreational uses as a principal
use.
4. Essential public utility and public
service installations and facilities
for the protection and welfare of
the surrounding area , provided that
business offices and repair and
storage facilities are not
included.
5. Churches .
6. Group Homes , subject to approval by
special review.
7 . Accessory buildings and uses .
1-H Uses to be considered on Parcel 1-H are
limited to :
- Uses allowed by right in the R-L-M
Low Density Multifamily District -
Sec. 29-162. 1 through Sec. 29-162 . 2
of the Code of the City of Fort
Collins as of the date of approval of
this Master Plan. Those uses are :
1 . Any use permitted in the R-L
Low Density Residential
District , subject to all use
requirements specified for the
R-L District .
2. Two-family dwellings and
multifamily dwellings up to and
including four-family units .
- Child-care centers or small office
buildings , residential in design , not
to exceed 28' in height , with finish
materials compatible to the
neighborhood (i. e. brick, wood , or
stucco) may be considered as future
alternatives , subject to approval of
an amended Master Plan by the City of
Fort Collins Planning and Zoning
Board.

2. Child-care centers will be considered as transitional uses as
suggested .
3. Potential bus stops or shelters have been noted on the plan
as requested.
4. The right-in/right-out limitation on the access point off
Harmony Road between Boardwalk and Lemay has been noted as
requested.
5. Coordination with Public Service Company regarding placement
of street trees (similar to what is now being done in
OakRidge ) can be accomplished with individual development
proposals .
6. The service area boundary related to District vs . City water
and sewer service has been tentatively identified on this
Master Plan; generally along the Mail Creek Ditch. Exact
service areas will be determined at the time of development
of adjacent parcels , as suggested.
The owner of Oak/Cottonwood Farm has indicated that the
limitations affecting Parcels 1-G and 1-H will be implemented
upon approval of the Harmony Market proposal , if there is
neighborhood support .
Reductions , color plans , and 10 sets of prints will be provided
by April 17 , 1989 ; and final documents will be provided by April
20 , 1989 as requested.
