Dear Ms. deBesche:
This petition is submitted as a response to the September 3,
1987 meeting at St. Elizabeth Seton Catholic Church. At that
meeting a proposed master plan for Oak/Cottonwood Farm was
presented. In addition, the points of concern are a follow up to
a letter, dated August 28, 1987, sent to the City of Fort Collins
by concerned residents of Fairway Estates.
We feel that is important to reinforce the original concerns
expi.essed in the August 28th letter and to respond directly to
the September 3 presentation.
1. Land use bordering the east boundary of Fairway
Estates. It is extremely important to us that only
single family dwellings, with comparable lots, be built
adjacent to Fairway Estates: The proposed land use of
parcels 1-G and 1-F provides inadequate transition of
land use from west to east. Replacing 1-G and 1-F with
single family units, with density of 3-4 per acre, is a
more acceptable alternative. 1-G is the third highest
density parcel in the plan and serves as a stark
contrast with adjacent land use rather than natural
transition.
An argument was presented that Boardwalk was a
collector street and would not support single family
residences. Existing City of Fort Collins land use
contradicts this statement. Since Lemay was frequently
used as an example in the presentation, consider it
here. First, Oak Ridge contains single family units
which border on Lemay. Second, Lemay, north from
Harmony to Horsetooth, contains single family units.
Moreover, north . of Horsetooth, both Nelson Farms and
Parkway (two of the finest developments in town)
contain units which border on Lemay. In each case,
treatment has made the units attractive and marketable.

It is hard to believe that Boardwalk will be busier
than Lemay. With proper treatment, land use transition
can be achieved east of Boardwalk.
2 . Palmer Drive Extension. We request that Palmer Drive
not be extended west from the new development into
Fairway Estates. Rather, we recommend that the open
space present now be maintained and formally be
identified as a walk/bicycle way. There are a number of
reasons for this request. Chief among them are the
following:
a.. The Palmer extension would be a major bypass to
avoid the intersection at College and Harmony.
b. It would grow to be a natural short cut to Walmart
and an alternate route to US 287.
c. There are no sidewalks in Fairway.
d. Street lights are not present in Fairway.
e. There are no curbs or bicycle lanes in Fairway.
f. There are horses, small children, and a large
number of elderly who regularly walk along Palmer.
At least one wheel chair resident uses this street
as a normal outlet.
g. Increased traffic would significantly degrade the
serenity and increase the danger along the
community lake and recreational area.
h. The street quality in Fairway is insufficient to
handle increased traffic load. The area has
already felt the influence of Fred Schmid and
traffic construction in the College and Harmony
areas.
3 . Land Use Ratio. The percentage of single family
dwellings to other land uses in the Oak/Cottonwood
Master Plan is 17.4%. While we have no other
statistics for comparison, this number appears
significantly small. There is no apparent reason why
the master plan does not contain a larger portion of
single family parcels. It is understood that the City
supports a mixed land use policy. However, the area
directly north and west of the property is single
family. The area east contains large single family
developments in Oak Ridge and Southridge.
4. Business Service Types. Business development in Oak

Ridge generally is professionally based. A similar
policy for this land is requested. Retail types and
style in line with Scotch Pines is more desirable.
Certainly, Fort Collins has not been as successful in
maintaining the beauty of South College as residents
would like. It would be beneficial to avoid a similar
pattern along Harmony.
Residents of Fairway Estates understand that development in
the City is necessary for long term economic growth.
Consequently, an accepted master plan will provide direction as
to the future use of this land. We hope that you will take into
consideration our concerns about this particular plan and its
adverse impact upon, not only our resident area, but also those
north and east. Less high density usage can be justified and be
consistent with existing city land use policy.

We, the undersigned, are homeowners in Fairway Estates,
living in close proximity to the proposed Oak/Cottonwood
Farm development. Many of us will be unable to attend the
September 3, 1987 meeting and are submitting this petition
to convey our concerns.
1. It is extremely important to us that only single family
dwellings, with large lots, be built adjacent to Fairway
Estates. We much prefer that the entire development be
composed of single family dwellings, and we will strongly
protest any high density residential development in the
vicinity of our community.
2. We request that Palmer Drive not be extended farther
east into the new development. We would like to see a
bicycle and pedestrian path adjoining the two areas for
ready access to the new school. We will vigorously
protest any plan that will make Fairway Estates streets
main arteries of travel to and from the south and east.
3. We sincerely hope your plan does not call for more
business outlets along Harmony Road. This creates a
traffic hazard and an: eyesore, and is most unnecessary.

We appreciate receiving a notice of the public information meeting on the
Oak/Cottonwood. Farm master plan, which will be held September 3. As a
homeowner in the Fairway Estates community, and President of the Fairway
Estates Property Owners' Association, we are much concerned with develop-
ment plans for the area -immediately east of us. - Unfortunately I- will be
in Kansas on September 3 and unable to attend that meeting. I hope that
some of our Association Board members, and other homeowners, will be pres-
ent to express some of our concerns.
Several years ago we met with potential developers when a plan was pro-
posed for that area. In this letter I will enumerate some of the concerns
Fairway Estate residents expressed at that time. Since receipt of your
August 17 letter a number of residents have reiterated these same concerns
to me.
We are particularly anxious to have single family homes, with large lots,
adjacent to Fairway Estates on the east. This will help to maintain the
character of our neighborhood. Our preference would be that there be no
high density residential development in this area. We already have more
than enough problems with adjacent residents trespassing on our open spa-
ces. In this regard we are pleased that you plan a neighborhood park.
Harmony Road certainly does not need the additional traffic that high den-
sity development will bring. It is already frustrating to cross Harmony
Road (at the fire station exit) during the frequent periods of heavy traf-
fic.
About 1980 we were able to convince Coanty officials to vacate the extension
of Hogan Drive at the southeast corner of Fairway Estates. We endeavored
to have them vacate the extension of Palmer Drive but they were hesitant
to at that time. We proposed a bicycle and pedestrian path for easy access
to schools, parks and other destinations, and would still like to see this.
We surely do not want that road put through in such a way that Palmer and
Hogan Drives will become main thoroughfares for traffic from the east and
south. We can easily access Harmony Road by automobile to go east. The
problem there, as previously mentioned, is crossing Harmony Road to travel
west.
One other concern is the stripping of our main thoroughfares (Harmony Road
in this case) with commercial development. We are rapidly transforming
beautiful landscape into ugly roadside businesses. Highway 287 between
Fort Collins and Loveland is a disappointing example of this. Will we ever
learn to concentrate business outlets in large, readily accessible develop-

ments, and avoid lining every major roadside with individual retail outlets
that provide no continuity for shopping needs?
