Dear Mr. Ward,
The. City Staff has completed its review of Oak/Cottonwood Farm Master Plan,
and has the following comments:
1. A master utility plan must be prepared to show the size and approximate.
location of water and sewer lines serving the site.
2. The plan has good conceptual traffic flow from a transit service stand-
point. You might want to consider a possible major transit collector point
at. Boardwalk and Steele's as development progresses.
3. Please label all existing drainage-ways on the master plan.
4. The site is located in two (2) drainage basins; McClellands/Mail Creek
and Fossil Creek. A portion of the area in the McClellands/Mail Creek
basin is subject to a restricted detention release rate of 0.2 cfs/acre.
,Because of this limitation it would be advisable to develop a master drain-
age plan before development begins to avoid small, dispersed detention
areas.
5. The Master Plan appears to be a sensitive approach to integrating
important wetlands and natural areas into development. Details of site
design, and interrelationships between development and natural areas ( i.e.
wetlands and streams) will be reserved until preliminary and final stages.
6. The Parks and Recreation Department is negotiating a park site location
within this master plan. At this time they do not think the proposed park
location is appropriate, given its location next to medical, business and
health care facility. It should be located more centrally in the section
and more convenient to residential users.
7. Please identify potential bike paths.

8. The master plan disclosure note needs to be added to the plans.
9. Please indicate the corridor treatment, along Harmony Road more dis-
tinctly.
10. The land-uses in parcels 1-G and 1-F are suggested to be single family
detached in order to be compatible with existing land-uses to the west.
11. There is possibility that in the future an access through Fairway
Estates will be needed. The Staff does not see a need to show a specific
access at this time but would like to keep the option open. Please add a
note to the plan which would address this concern.
12. Please eliminate the alternative use of Business Services on Parcel
1-C.
13. Staff questions the uses of retail and hotels in this area. Please
address.
14. Please indicate the master plans property boundaries more distinctly.
15. A variance request is needed for submitting a master plan without a
preliminary.
16. Please refer to item (2), (10) a and b of the LDGS regarding submittal
requirements.
17. Staff has received a petition from the neighbors which addresses their
concerns. I have attached a copy for your review.
Revisions reflecting these comments are due by five o'clock on October 8,
1987. Items that cannot be shown graphically or noted on the plans should
be addressed in writing.
PMT reductions of all plans, color renderings, and 10 full size copies of
all plans are due by October 19, 1987.
All final documents are due by October 22, 1987.
