Collins, CO 80522 Dear Ms. de Besche: We have reviewed the Oak/Cottonwood Farm Master Plan, and we have the following comments. This major development proposal includes the extension of Boardwalk Drive to the south of State Highway 68 (Harmony Road). This new public access is consistent with the plan for access to S.H. 68 which has been previously discussed with the City. We would approve a properly designed full-turn access at this location. An analysis of the projected traffic impact of this access should be provided. It is likely that a traffic signal will be warranted at this location in addition to acceleration and deceleration lanes. Since S.H. 68 has deeded access-control, approval of the new Boardwalk Drive intersection will require an opening to be created in the right of way line. This opening must be of adequate width to construct the new access, including turning radii. Any other existing deeded access opening to this property will have to be closed. The request for an opening in the right of way must be submitted to the District 4 Right of Way Supervisor, Rex Touslee. A $300 administrative fee is required with this request. Following the approval of a new deeded access, an Access Permit is required for actual construction of the access.
