For your information, attached is a copy of the Staff's comments concerning
Oak/Cottonwood Farm - Master Plan, which was presented before the Concep-
tual. Review Team on August 3, 1987.
The comments are offered informally by Staff to assist you in preparing the
detailed components of the project application. Modifications and
additions to these comments may be made at the time of formal review of
this project.

CONCEPTUAL REVIEW STAFF COMMENTS
MEETING DATE: August 34 _1987
ITEM: Oak/Cottonwood Farm - Master Plan
APPLICANT: G.T. Land, c/o Eldon Ward, Cityscape Urban Design, 21 Old Town
Square, Fort Collins, CO 80524
LAND USE DATA: Request for 270 acres of residential/office/business ser-
vices/public park.
COMMENTS:
1. Three phase power is available in Lemay and in Harmony which can serve
the site.
2. The overhead power line along Fossil Creek Parkway would need to be
placed underground.
3. A portion of the property is in the City Water and Sewer service area
and a portion is in a private district. Please indicate on the master
utility plan where the boundaries of each area are.
4. All variance requests pertaining to street standards must be submitted
prior to the project application submittal. I have enclosed a copy of
what is required when requesting a variance.
5. Fossil Creek Parkway needs to line up with adjacent roadways.
6. All street names need to comply with the City Council approved list. I
have enclosed a copy of the list for your convenience.
7. A State Highway Access Permit is required to access off of Harmony.
8. The site is split between two drainage basins. Staff suggests that the
developer review the HCI drainage plan/report to help in preparing the
drainage plan/report for this site. A detailed drainage report would.
need to be submitted with the first phase.
9. There is a possibility of "wet lands" on some areas of the site. Bob
Wilkinson, City Natural Resource Department, will walk the site and
determine if the Corp. of Engineers needs to be notified.

10. Staff suggests putting the park adjacent to the residential area and
possibly located more central in the section of land.
11. Multi family uses should not be adjacent to the Fairway Estates area.
Staff suggests single family land uses in this area.
12. Staff will be looking for landscape buffering along Harmony.
13. A collector street should be planned on the south side or the north
side of the School property which should connect this development to
Mail Creek Lane.
14. Address with the Master Plan how the developer plans to maintain the
water areas.
15. Land Uses need to be more specifically tied down with the Master Plan,
i.e. type of use, expectation of site, density, phasing.
16. A neighborhood meeting is required. Please submit the APO list 3 weeks
prior to when you would like the meeting.
