All plans should be saved as optimized/flattened PDFs to reduce file size and remove layers.
Per the Electronic Submittal Requirements AutoCAD SHX attributes need to be
removed from the PDF’s.
AutoCAD turns drawing text into comments that appear in the PDF plan set,
and these must be removed prior to submittal as they can cause issues with the PDF file.
The default setting is "1" ("on") in AutoCAD. To change the setting and remove
this feature, type "EPDFSHX" (version 2016.1) or “PDFSHX (version 2017 and
newer) in the command line and enter "0".

These comments need to be addressed in the planning set and reviewed and found
to resolve the comment prior to scheduling a hearing with P&Z.
Handicap spaces are based on total number of spaces provided on site. With
the understanding that many of these spaces are for vehicles that are being
worked on in the facility. Can you please provide a breakdown of the number of
spaces provided for employees and visitors. It would be reasonable to only
require HC spots for that portion.
Response: ADA spots have been provided for the entirety of the parking count. One Van accessible space
has been provided in accordance with ADA code.
12/06/2022: FOR HEARING:
With the parking areas being restriped, please provide a parking table with a
current count for the new parking layout. Also provide dimensions for the stalls.
Please indicate on the plan the number and location of handicap stalls. At least
one stall will need to be van accessible. Please include count and location of
bicycle parking.
Parking table has been included, there is existing bicycle parking, and ADA codes have been met for
required spaces.

The trash/recycling enclosure needs to be adequately sized, conveniently
located, and easily accessible areas to accommodate the specific trash,
compostable and recyclable materials and waste cooking oil needs of the
proposed use per the standards in 3.2.5.

• The Community Recycling Ordinance (No. 109 2016) requires that all
business and multifamily complexes subscribe to recycling service by the end of
June 2021 that is at minimum 1/3 of their overall service capacity (total bin
capacity x number of weekly pickups, include both trash and recycling when
calculating overall service capacity). In general recycling containers must be at
least 50% the size of proposed trash containers to meet this requirement.
Please make sure proposed containers meet this requirement and that
adequate space is provided in all enclosures.

mind per LUC 3.5.1 (I) (6) All rooftop mechanical equipment shall be screened
from public view from both above and below by integrating it into building and
roof design to the maximum extent feasible.
Please note per LUC 3.5.1 (I) (3) Conduit, meters, vents and other equipment
attached to the building or protruding from the roof shall be painted to match
surrounding building surfaces.

Based on the narrative provided, this project would not trigger the requirement of a formal
Transportation Impact Study. TIS waived.
No further traffic evaluation is required unless significant
changes are made to this project that would result in an an increase in the
anticipated traffic generated by this site.
12/04/2022: FOR HEARING:
TRAFFIC IMPACT STUDY ‑ In lieu of a formal Transportation Impact Study at
this time, we would like the applicant to provide us with a letter or memo
detailing the anticipated changes in the overall trip generation that will occur
with the expansion of the facility, and presumably the expansion of services that
will be provided. Within this narrative please detail the number of trips that will
be generated by the expansion of services/facility including the number of daily
vehicles utilizing these services, additional employees, deliveries, and any other
traffic generated. Based on that narrative we will determine if a formal TIS is

The outlet into the existing detention pond should either be the options listed
below, or at a minimum has to be buried rip rap with at least 4‑6 inches of cover.

11/22/2022: FOR HEARING:
The city prefers that alternatives to riprap are used in construction of stormwater
infrastructure. These consist of Turf Reinforcement Mats, Geotextiles, or
Articulating Concrete Blocks. At a minimum the city requires that all riprap used
should be buried with 4‑6 inches of topsoil.
Detail has been revised to show as buried riprap with 6” cover.

The site is adding more than a 1000 sf of new impervious area, and therefore
detention requirements along with LID requirements will need to be satisfied.
The drainage report did not address the quantity detention requirement, please
mitigate the extra impervious runoff. Or justify why the new impervious area has
a negligible impact on the existing detention volume and has no negative
impacts on downstream properties.

FIRE LANE SIGNS ‑ The limits of the fire lane shall be fully defined. Fire lane
sign locations should be indicated on future plan sets. Refer to LCUASS detail
#1418 & #1419 for sign type, placement, and spacing. Appropriate directional
arrows required on all signs. Posting of additional fire lane signage may be
determined at time of fire inspection. Code language provided below.
‑ IFC D103.6: Where required by the fire code official, fire apparatus access
roads shall be marked with permanent NO PARKING ‑ FIRE LANE signs
complying with Figure D103.6. Signs shall have a minimum dimension of 12
inches wide by 18 inches high and have red letters on a white reflective
background. Signs shall be posted on one or both sides of the fire apparatus
road as required by Section D103.6.1 or D103.6.2.

All new lighting meets the standards of Section 3.2.4 of the Land Use Code.
For your information, if you upgrade or add more
than 3 more light fixtures over the next 10 years, we will ask you to bring the
lighting of the entire site into compliance with Section 3.2.4. Current fixtures =
24; our threshold for bringing the entire site into compliance is 50% over the
course of 10 years = 12. This proposal adds/ upgrades 8.

INFORMATIONAL ITEMS:
· Commercial occupancies must provide 10ft setback from property line and 20
feet between other buildings or provide fire rated walls and openings per chapter 6 and 7 of the IBC.
· City of Fort Collins adopted International Fire Code (IFC) and amendments to
the 2018/2021 IFC require a full NFPA‑13 sprinkler system per IBC chapter 9 or
when building exceeds 5000 sq.ft. (or meet fire containment requirements).
· Buildings using electric heat, must use heat pump equipment.
· A City licensed commercial general contractor is required to construct any new
commercial structure.
· Plans must be signed and stamped by a Colorado licensed architect or
engineer and must be included in the permit application.
· Electric vehicle parking spaces are now required per local amendment to the
IBC. See section 3604.
· For projects located in Metro Districts, there are special additional code
requirements for new buildings. Please contact the plan review team to obtain
the requirements for each district.
