Back in March of 2022, WYCO and UCI2 hired independent contractor Mike Sharlow to
complete this zoning permit on our behalf. However, Mike Sharlow is no longer working for us
on this project. I, Kenneth Trujillo, of UCI2 will be the main poiunt of contact moving forward.
Back in March Mike Sharlow received the below comments. Below are the City of Ft.
Collins reviewer’s comments in black. Also below are WYCO/UCI2’s responses to these
comments in Red.
Planning Services

1. Thank you for the opportunity to review these pre submittal materials. The
majority of Planning’s comments are related to the location and appearance
requirements for wireless telecommunication equipment. The full list of standards can
be found in Land Use Code Section 3.8.13.
2. Related to the visibility and architectural compatibility of the equipment
please provide color elevations and photo renderings of the proposed equipment with
the official submittal. These should be included in the official plan set.
Applicant Response: WYCO has provided photo simulations with the attached
application. We have additionally added the photo sims to the zoning drawing plan set
in pages A-8 and A-9.
3. A propagation analysis and narrative detailing why the location was
selected, and what alternatives were explored should be provided in the official
submittal materials for the project.
This additional propagation map has been included in our resubmittal package.
4. The city is currently working on updating its Land Use Code standards for
wireless telecommunication facilities and equipment as part of the implementation of
the Wireless Telecommunications Master Plan adopted in Fall 2021. The proposed code
changes are anticipated to be adopted in Q3 of 2022. For additional information on the
progress of that project please stay in touch with me.
UCI2 will work closely with Ft Collins planning to ensure our design meets their code.
This particular design is a standard telecom deployment.
5. Regarding the Wireless Telecommunications Master Plan the capacity
analysis does identify this area as in need of additional facilities to support the higher
population density (see pg. 48 of the plan:

This is great news. This newly built high density area is in need of high-quality internet
and wireless services which is why we are co-locating at this site.
6. Wireless telecommunication equipment is required to be the same color as
the building or structure to which or on which such equipment is mounted.
All of equipment will be painted to match the existing building’s façade and this is
further shown in our photo simulations. Additionally, this is called out on our antenna
drawings.
7. Whenever a wireless telecommunication antenna is attached to a building
roof, the height of the antenna cannot be more than 15 feet over the height of the
building.
None of the proposed equipment will protrude 15 feet over the height of the building.
8. All wireless telecommunication equipment must be located as far from the
edge of the roof as possible. Roof and ground mounted wireless telecommunication
equipment must be screened by parapet walls or screen walls in a manner compatible
with the building's design, color and material.
All of the main equipment is located as far as possible from the parapet of the building
and will not be visible from street view.
9. Whenever wireless telecommunication equipment is mounted to the wall of
a building or structure, the equipment must be mounted in a configuration as flush to
the wall as technically possible and cannot project above the wall on which it is
mounted. To the maximum extend feasible, the equipment should feature the smallest
and most discreet components that the technology will allow so as to have the least
possible impact on the architectural character and overall aesthetics of the building or
structure.
All of the antennas will be mounted as close a technically feasible to the wall.

easement for Dish Wireless. The applicant has clarified that these will be private

Any damaged curb, gutter and sidewalk existing prior to construction, as well as
streets, sidewalks, curbs and gutters, destroyed, damaged or removed due to
construction of this project, shall be replaced or restored to City of Fort Collins
standards at the Developer's expense prior to the acceptance of completed
improvements and/or prior to the issuance of the first Certificate of Occupancy.
All work that damages the sidewalks will be restored to City of Fort Collins standards at
the Developer's expense.
5. INFORMATION ONLY:
All public sidewalk, driveways and ramps, existing or proposed, adjacent or within
the site, need to meet ADA standards. If they currently do not, they will need to be
reconstructed so that they do meet current ADA standards as a part of this project.

All fences, barriers, posts or other encroachments within the public right of way
are only permitted upon approval of an encroachment permit. Applications for
encroachment permits shall be made to the Engineering Department for review and
approval prior to installation. Encroachment items shall not be shown on the site plan
as they may not be approved, need to be modified or moved, or if the permit is revoked
then the site/ landscape plan is in non compliance.

Doors are not allowed to open out into the right of way. Bike parking required for
the project cannot be placed within the right of way and if placed just behind the right of
way need to be placed so that when bikes are parked they do not extend into the right
of way.

In regard to construction of this site, the public right of way shall not be used for
staging or storage of materials or equipment associated with the Development, nor shall
it be used for parking by any contractors, subcontractors, or other personnel working
for or hired by the Developer to construct the Development. The Developer will need to
find a location(s) on private property to accommodate any necessary staging and/or
parking needs associated with the completion of the Development. Information on the
location(s) of these areas will be required to be provided to the City as a part of the
Development Construction Permit application.

Department: Stormwater Engineering

1. Proposed easement (site specific comment):
What is proposed in the easement along the east side of the building? There is
existing stormwater infrastructure in this area, and this infrastructure must be
accounted for in the final design including meeting separation requirements. Please
show existing utility infrastructure in addition to proposed infrastructure.
The purpose of the easement is to bring Zayo fiber into the building. We will just need to
introduce one 1¼” conduit for a small fiber cable to be brought onto the property. We
have added the existing storm water facilities to the drawings for your review.
2. Minimal site improvements (site specific comment):
For your information, stormwater requirements for on site detention apply when a
site adds greater than 1,000 square feet of impervious area (net). Stormwater
requirements for water quality treatment and Low Impact Development (LID) methods
apply when a site adds or modifies greater than 1,000 square feet of impervious area
(gross). Projects in this category will require a drainage report and construction plans
prepared by a Professional Engineer registered in the State of Colorado.
Our small telecom project on the roof will not affect the storm water in any way.
If the project will add between 350 to 1,000 square feet of new impervious area, a
drainage letter, site grading plan, and impervious area documentation are required.
These must document the existing and proposed drainage patterns. In most cases
these will be prepared by a Professional Engineer registered in Colorado. If site
improvements are anticipated, please contact Water Utilities Engineering at
WaterUtilitiesEng@FCgov.com to discuss the project specific stormwater requirements
prior to submittal.
Our small telecom project on the roof will not affect the storm water. We have addede
the storm drain to the drawings to ensure our contractors are aware of the private storm
drain. However, we bore around/under it and go straight to the power room.

Please show all existing and proposed infrastructure, address any anticipated
impacts, and ensure adequate separation is provided. Where will proposed fiber be
aligned to provide connection? Existing infrastructure includes water and sewer mains
in Plum Street, water and sewer services to the existing building, and stormwater
system/outfall from the existing building.
We will add one 1 ¼“ conduit for fiber. We have added the water and sewer lines to our
drawings. Our small telecom project on the roof will not impact water, storm water, or
sewer mains.

Department: Stormwater Engineering – Erosion Control

3. Information Only:
No Comment from Erosion Control. Based upon the submitted Planning Materials
it has been determined that this project; will disturb less than 10,000 sq. ft., is not
proposed to be in a sensitive area, has no steep slopes (greater than 3H:1V) within or
adjacent to the project, and is not part of a larger common development that will or is
under construction. Therefore, no Erosion Control Material submittal is needed. If this
project substantially changes in size or design where the above criteria now apply,
erosion control materials should be submitted. Though the project at this time requires
no erosion control material submittal, the project still must be swept and maintained to
prevent dirt, saw cuttings, concrete wash, trash & debris, landscape materials and other
pollutants from the potential of leaving the site and entering the storm sewer at all times
during the project in accordance with City Code 26 498. If complaint driven or site
observation of the project seem not to prevent the pollutant discharge the City may
require the project to install erosion and sediment control measures. Nearby inlets that
may be impacted by the pollutants, in particular dirt, should be protected as a good
preventative practice and individual lots should be protected from material escaping
onto the sidewalk. If at building permit issuance any issues arise please email
erosion@fcgov.com to help facilitate getting these permits signed off.

1. PRE SUBMITTAL: Forestry Tree Inventory
Will there be any tree impacts with the proposed placement of new antennas? If
tree impacts are anticipated, please schedule an on site meeting with City Forestry
(choltz@fcgov.com) to obtain tree inventory and mitigation information. Please note that
these existing significant trees should be retained to the extent reasonably feasible.
This meeting should occur prior to first round of formal submittal. Forestry
recommends scheduling the on site tree inventory as early in the design process as
possible.
There will be no impact to the existing trees. For our project the only work on the
ground will be to bring fiber from the corner of the property into the existing electrical
room.
2. Trees provide many environmental and socioeconomic benefits including
reduced cooling expenses, providing natural wind breaks, improving air quality, and
increasing property values. Existing significant trees shall be preserved to the extent
reasonably feasible. Will there be construction within the critical root zone of any of the
existing trees on your property? The critical root zone is defined as 12 inches in radius
per one inch in tree diameter measured at 4.5 ft above the ground.
We will not be doing work near the critical root zone of the small tree shown below.
If so, please consider how the construction will impact the health of the nearby
trees and consider alternate scenarios to preserve them. Additionally, please add a
detail outlining the critical root zones of each existing tree on the landscape plans.
3. Please include locations of utilities on the landscape plan including
but not limited to water service/mains, sewer service/mains, gas, electric, streetlights,
and stop signs. Please adjust tree locations to provide for proper tree/utility separation.

4. If applicable, please provide an “Existing Tree Removal Feasibility
Letter” for City Forestry staff to review. Proposals to remove significant existing trees
must provide a justification letter with specific details of the reasons for removal. For
example, tree X removed due t grading; grading proposed to enhance storm water flow
in this section of the development. This is required for all development projects
proposing significant tree removal regardless of the scale of the project. The purpose of
this letter is to provide a document of record with the project’s approval and for the City
to maintain a record of all proposed significant tree removals and justifications. Existing
significant trees within the project’s Limits of Disturbance (LOD) and within natural area
buffer zones shall be preserved to the extent reasonably feasible. Streets, buildings,
and lot layouts shall be designed to minimize the disturbance to significant existing
trees. (Extent reasonably feasible shall mean that, under the circumstances, reasonable
efforts have been undertaken to comply with the regulation, that the costs of
compliance clearly outweigh the potential benefits to the public or would unreasonably
burden the proposed project, and reasonable steps have been undertaken to minimize
any potential harm or adverse impacts resulting from noncompliance with the
regulation.) Where it is not feasible to protect and retain significant existing tree(s) or to
transplant them to another on site location, the applicant shall replace such tree(s)
according to City mitigation requirements.

1. EMERGENCY GENERATOR
If backup power is provide by a generator with a fuel tank, the storage and use of
diesel fuel or propane, for the purposes of supplying an emergency generator, shall
comply with any applicable sections of Flammable and Combustible Liquids (Chapter
57) of the 2018 IFC. Any building, structure or shelter housing the generator shall be
properly signed and labeled. A separate permit is required if the fuel source is provided
by an AST. Spill control may be required and TBD at time of building permit.

2. BATTERY CABINET
If backup power is provided by battery, the Electrical Energy Storage Systems
shall be shown to comply with 2018 IFC Section 1206 and any other applicable sections
of Chapter 12. Stationary storage systems shall be separated from any required means
of egress by not less than 10 feet (IFC 1206.2.8.7.2). Cabinet signage shall comply with
IFC 1206.2.8.6.2. Refer to Tables 1206.2 & 1206.2.9 for threshold quantities and
maximum allowable quantities. Specific requirements related to battery type.
