The project was granted Preliminary approval on January 27, 1997. This approval contained two conditions regarding traffic safety and hours of operation. As a requirement for approval, the Final Plan must be in substantial compliance with the approved Preliminary Plan. Substantial compliance means that all conditions imposed by the Planning and Zoning Board upon its approval of the Preliminary Plan have been met, and the final plan does not: 1. Change the general use or character of the development. 2. Increase the number of residential dwelling units by more than one (1%)percent. 3. Contain changes which would normally cause the development to be disqualified under the applicable criteria of the Land Development Guidance System. • If the Final Plan meets these criteria, it will be forwarded to the Planning and Zoning Board with a Staff recommendation of approval.
