HomeMy WebLinkAboutBLOOM FILING TWO - FDP230002 - SUBMITTAL DOCUMENTS - ROUND 1 - PROJECT NARRATIVE Filing Two – Project Narrative Fort Collins, CO | January 18, 2023 Filing Two – Project Narrative • Project Title: Bloom – Filing Two • Past Meeting Dates: o Concept Review Meeting: November 17, 2021 o Neighborhood Meeting: January 19, 2022 o Planning & Zoning Hearing – PDP approved: September 15, 2022 • General Information: Encompassing Tracts AA, BB, CC, & DD, created during the Filing One Plat, and totaling approximately 10.7 acres, Filing Two is the next development phase of the Bloom master planned community. Planned are two distinct for-sale, condominium housing types that will further provide housing diversity to the Bloom community. Included are the following: o Nine (9) 2-story, 8 units per building condo multi-family buildings (72 total units) o Four (4) 3-story, 20 units per building condo multi-family buildings (80 total units) All units will be accessed through an alley/private street system that will provide access to surface parking, tuck under garages or freestanding garages. All units will include at least 1 garage space per unit, either located within the multi-family building or a freestanding garage. Additionally, 4 amenity spaces, distributed throughout Filing Two will be provided and include amenities such as an outdoor cooking area, fire pit, seating areas, bistro lighting, trails, and passive turf areas. These areas will serve these residents as well as further enhance the amenity network for the overall Bloom community. The underlying zoning of Filing Two is LMN with the Mulberry & Greenfields PUD overlay. The residential uses proposed are permitted and all applicable standards of the Mulberry & Greenfields PUD Master Plan are met with this application. • Owner: Mulberry Development, LLC 4801 Goodman Road Timnath, CO 80547 • Transportation Improvements Filing Two includes the development within Tracts AA, BB, CC, & DD created as part of the Bloom Filing One Plat. No new public right-of-way is created as part of this Filing Two application. All surrounding streets that include: Greenfields Drive, Sykes Drive, Aria Way, International Boulevard, Delozier Road, Crusader Street, and Flourish Lane are being platted and developed as part of Filing One. Transportation improvements included within Filing Two are an internal private street/alley network that will provide access to the alley loaded garages and surface parking for the proposed multi- family buildings and also serve as emergency vehicle access as required by the Poudre Fire Authority. This internal network will connect to adjoining streets as denoted on the included plan set. Filing Two – Project Narrative • Neighborhood Meeting Follow-Up The neighborhood meeting held on January 19, 2022, was attended by approximately 10 members of the community. After Fort Collins Staff and the Applicant presented the proposed project, a majority of the questions centered around Road Connectivity. The following encompass the majority of the comments/questions: Question: Will there be access to Timberline from Sykes road? Answer: Yes, there will be access to Timberline to Sykes and it will be constructed prior to Filing Two, as part of Filing One. Question: Will Crusader Rd. connect through Bloom? Answer: Yes, Crusader will connect through Bloom to the Mosaic Neighborhood Question: Will Reliant Rd. connect with the Bloom Neighborhood? Answer: No, Reliant will not connect with through to Bloom. Question: Will any of the proposed condominiums front Delozier? Answer: Yes, there will be one, 2-story, 8-unit condo building that fronts Delozier. Question: Will there be proper landscaping on the property? Answer: Yes, all landscaping will meet Fort Collins standards. The current plan is illustrative at this point and landscape will be refined as part of the PDP process. Question: Do Condos along Delozier and International seem to not have access from the street? Why is this? Answer: This is correct. These condominiums will be accessed via private alleys along Crusader Rd. Current city standards prohibits alley access into arterial roads. Question: The proposed project / filing seems to add additional traffic to the Mosaic neighborhood? Answer: The proposed project submission will include a Traffic impact study in order for the city to review the proposed level of services that each road will provide to the development. Question: Does One-Drive connect to International? Answer: Yes, One-Drive runs from Sykes south and will eventually connect through to the Mulberry Frontage Road. Question: Will construction traffic affect Delozier Rd? Answer: Construction traffic will take place along Delozier as the community is being built, but it will be coordinated with the city in order to avoid traffic impacts in the surrounding area. • Site Design The application accompanying this narrative details the second phase of a well-thought out and exciting mixed-use neighborhood that will further enhance the high quality lifestyle that Fort Collins has become known for. Proposed within the FDP is the second Filing of the new Bloom master planned neighborhood which will be comprised of 152 units of the following housing types: Filing Two – Project Narrative o Nine (9) 2-story, 8 units per building condo multi-family buildings (72 total units) o Four (4) 3-story, 20 units per building condo multi-family buildings (80 total units) All units will be accessed through an alley/private street system that will provide access to surface parking, tuck under garages and freestanding garages. All units will include at least 1 garage space per unit, either located within the residential building or a freestanding garage. Additionally, 4 amenity spaces, distributed throughout Filing Two will be provided and include amenities such as an outdoor cooking area, fire pit, seating areas, bistro lighting, trails, and passive grass areas. These areas will serve these residents as well as further enhance the amenity network for the overall Bloom community. Landscape character for Filing Two will be consistent with and a continuation with the character established as part of Filing One. This includes the extensive use of native and adapted plants that will thrive with less water yet still provide an extensive variety and attractive palette. A mix of formal and informal design is provided that blends the formality and structure of the more urban layout with natural areas that permeate this part of the City. An extensive integration of rain gardens as well as pollinator habitat further diversify the overall design for the neighborhood, doing their part to be more sustainable and further blur the lines between the natural and manmade environment. As part of the approval of the establishment of a Metropolitan District for this property a Public Benefits Agreement (PBA) was created that established standards and required elements be provided or considered as part of the development of Bloom. The Bloom – Filing Two FDP & Plat meets the following PBA requirements: (Please see included narrative that includes further detail on addressing conformance with the Public Benefits Agreement) o FDP and Plat include high quality smart growth elements, including, but not limited to: (B.3)  Increased density (B.3.a)  Increased residential alley access (B.3.b)  Establishment of neighborhood parks and pocket parks (B.3) o Water conservation through non-potable irrigation system (B.4.b) o Sustainable landscape design (B.4.c) o Enhanced community resiliency including landscape architecture designed to support the flight distance and migration patterns of applicable pollinators. (B.4.d.iii) • Impacts on Natural Habitats Filing Two is composed of tracts created as part of Filing One. At the time that Filing Two is developed the site will be already disturbed as part of the development of Filing One. This Filing is not adjacent to any natural areas requiring any buffering. Additionally, there are no existing trees within Filing Two so no tree survey is provided as part of this application. Based on this information, and through discussions with Scott Benton at the City of Fort Collins, an ECS is not being provided as part of this application. • Transition Techniques Filing Two considers the surrounding area to ensure that the proposed housing fits in seamlessly with Bloom as well as the adjacent Mosaic neighborhood. The new varied height buildings have been placed as follows to ensure reasonable transitions and compatibility: Filing Two – Project Narrative o The 3-story, 20-unit condo buildings have strategically placed in the following areas:  One building fronting Sykes Drive across from the future private park to the north.  Two buildings fronting Greenfields Drive (arterial) across from future District 2 (higher density planning area)  One Building fronting the planned re-use water storage/detention pond at the corner of International Boulevard and Greenfields Drive. o The 2-story, 8-unit buildings have been placed across the road from Cottage Homes planned as part of Filing One as well as across Delozier from the single-family homes in the Mosaic neighborhood. They transition from the planned 2-story cottage homes planned for Bloom Filing One and the existing 2-story homes in Mosaic. They will then further transition to the 3-story product, providing not only a transition in height but for bulk and mass. Additionally, 2, 2-story buildings will front the Pedestrian Parkway being developed during Phase One. These buildings will continue the scale and feel that is being established along the Pedestrian Parkway. • Development Phasing As the name suggests, this is just the second of several anticipated phases for the Bloom neighborhood. The last phase developed all necessary infrastructure to support this phase, which will bring homes on as market conditions dictate.
