HomeMy WebLinkAboutARAPAHOE FARM TOWNHOMES PUD - FINAL - 55-87K - CORRESPONDENCE - CITIZEN COMMUNICATION (3) ® 40 28-March-1994 To: City of Fort Collins, Members of the Planning and Zoning Board, Members of the City Council From: Nan McClurg 4412 Seneca St. Fort Collins, Co 80526 Re: Arapahoe Farm Townhomes P.U.D. -Final,#110-79K The above proposed project is of great concern to me and my family, so I would like to express my concerns in writing as I am unable to attend the public hearing on 3-28-94. During the preliminary hearing on 12-13-93, several issues were itemized and presented to you by our(Johnson-Webber)neighborhood. As a parent of four children, I had worked really hard in getting over 200 signatures on a petition that itemized all 5 of our concerns, two out of which are of utmost importance to me: 1. Inadequate traffic study. 2. Further compounding the overcrowded Webber Jr. High and Johnson Elem. Your courtesy letter to all property owners 500 feet of the proposed area states: "Both the Planning and Zoning Board and the City Planning Staff consider your input on this matter, as well as your neighbor's input, an extremely important element in the City's review of this proposal." I sadly declare that I find that statement far from the truth. Did anyone conduct another traffic study?What happened to the petition with the 200+signatures from my neighbors? The traffic study has been done on the intersection on Seneca and Harmony, when the reality of the current situation is that most all traffic entering this neighborhood is from Wakerobin or Regency. The traffic study also, does not take into account that the peak hours on Seneca are during school peak hours and not during 7-8 am and 4-5 p.m.. Even the traffic related to the construction of the Woodcraft homes uses Regency and Wakerobin, when, during the preliminary stage of the Woodcraft development, we were promised that the construction traffic would only use Harmony and Seneca. If you look at the minutes of the P&Z Board meeting back in April 1992, where the zoning change occurred from Patio Homes to multifamily, you will notice that neither the property owners nor the school administrators, who are affected the most by this change, were properly represented. I feel that the P&Z Board is not aware of what this density of population will do to the already overcrowded Webber Jr. High and Page 2.. Johnson Elementary Schools. Had the affected property owners and the school administrators been notified of the changes made in 1992,. you would have heard the same concerns and appeals you hear today. I have spent a lot of time trying to figure out your process and have read numerous pamphlets describing your philosophy on housing. None of it makes sense to me in a situation such as this where the process has failed and even though the development is not in the best interest of the neighborhood or the neighborhood schools, I cannot get any of the decision makers to give it the serious look it needs. I will be glad to take a day off from my job and spend time with anyone on the P&Z Board or the City Council, and personally show them the concerns I have described in this letter. I live next door to the proposed project and I assure you that these concerns rise from what.I see and experience everyday. r
