Staff has reviewed the request for Final P.U.D. for Arapahoe Townhomes and offers the following comments: 1. The General Notes on the Utility Plans contain errors and omissions. Please correct. 2. Harmony Road design needs to be completed. This includes flowline profiles, centerline profiles, and cross-sections every 50 feet. Grading to proper grades for future paving should be done now. Sidewalk, curb, and gutter for future Harmony should be constructed with this P.U.D. 3. The pedestrian connection to Hilburn Drive may need some modification that should be discussed with the Development. Review Division. 4. Details regarding the geometrics of sidewalks and parking lot layout are needed. 5. Other comments have been forwarded to the consulting engineer. 6. The following comments apply to the Plat: A. The "lot" must be called out ("Lot One") even though it is only one lot. B. The outer boundary monuments must be described. C. The 40 feet and 24 feet access, drainage, and utility easements are confusing as to where the 40 foot and 24 foot are measured. Can the plat add some arrows or distances to make it more self-explanatory? D. U.S. West has an existing 20 foot utility easement along the north side of Harmony Road. Relocation of existing telephone facilities required by these plans will be paid for by the developer. 8. Public Service Company cautions that the gas line supplying Buildings I and K will have to go through the asphalt drive between Buildings H and J. Therefore, paving will have to be delayed until installation of the gas lines. 9. Light and Power has recently installed a duct bank down the north side of Harmony Road. It crosses to the west side of the new Harmony Road alignment near Building N. The developer should be aware of this duct bank. 10. The following comments are from the Poudre Fire Authority: A. Fire hydrants must be shown on the plans. B. Emergency access must be a minimum of 28 feet wide. C. No parking will be allowed across from designated parking areas. These areas must be signed "No Parking-Fire Lane" and the curbs must be painted red. 11. The Stormwater Utility is providing comments to the consulting engineer under separate cover. Please be cautioned that landscaping, particularly the street trees along the new Harmony Road alignment, must be coordinated with the alignment of the storm sewer. 12. The identification sign must be located at the entrance to the property, not on Harmony Road. 13. The type of roof shingle remains an issue with the affected property owners. The developer is encouraged to inspect the roofs installed 6306 and 6430 Falcon Ridge Road and 6325 Southridge Greens Blvd. as examples of acceptable asphalt roofs that have a high profile and shadowline. 14. Please note on the landscape plan that the buffer area on the east property line, adjacent to Regency Park, is to be planted with the first phase. 15. Please note that suggested landscaping changes along the east property line have been forwarded from the Regency Park property owners to Cityscape under separate cover. 16. Please note on the plans what precautions will be taken to minimize the nuisance from construction debris. Since Regency Park is downwind, there is a strong concern about the disturbance due to blowing debris. " � 411 17. Prior to the Final P & Z, a meeting should take place between the developer, consultant and the Regency Park property owners to discuss revised plans. 18. The Director of Engineering has determined that the unused portion of Hilburn Drive should be vacated back to the adjacent two property owners. This will require the removal of asphalt, grading and re-seeding for erosion control, and abandonment of utilities as per the affected utility providers. A north-south sidewalk, curb, and gutter must be constructed to close off the old right-of-way and connect both sides of Hilburn Court. This may involve modification of existing improvements in order to make a safe transition. Please contact the Engineering Department for complete details. • This concludes Staff comments at this time. In order to stay on schedule for the March 28, 1994 Planning and Zoning Board meeting, please note the following deadlines: Plan revisions are due March 9, 1994. P.M.T. 's, 10 prints, renderings are due March 21, 1994. As always, please feel free to call to discuss these comments or to set up a meeting to discuss these comments in depth.
