Kevin began the meeting by explaining how RBD designed the storm sewer pipe across Taft Hill Road immediately north of the proposed Harmony Road intersection. RBD utilized the existing Master Planning Hydrologic Analysis Map (see enclosure) which indicated the drainage patterns at the intersection and through the existing Imperial Estates subdivision. Kevin explained what he observed at the intersection this past summer following a major rain storm event in the area (which took place only a few days before the Woodridge 4th Filing Utility Plans were submitted to the City of Fort Collins): an existing cmp culvert across Taft Hill Road on the north side of the intersection, ponded water along the west side of Taft Hill Road at the intersection, ponded water in front of the existing homes within Imperial Estates and how it appeared in the field that storm water downstream of the intersection spread out with some water entering Imperial Estates and some crossing onto the Woodridge property. RBD's approach to handling storm water at the intersection was to direct storm water at the intersection exactly as shown on the Master Planning Hydrologic Analysis Map, but with the intent that a meeting like this one would take place to discuss the appropriate path for storm water to take once the water crossed Taft Hill Road. The approximate 100 year fully developed storm water flow at the intersection is 192j fs. RBD observed in the field the flat street slopes within the Imperial Estates subdivision and how it appeared that driveways to some of the homes sloped from the street to the homes. Kevin explained his concerns with trying to pass 192 cfs of storm water through the Imperial Estates subdivision as indicated on the Master Planning Hydrologic Analysis Map and that RBD had recently met with the City Stormwater Utility to discuss the 1 • • appropriate method to transport the 192 cfs of storm water from Taft Hill Road to the regional detention ponds planned within the MountainRidge Farm development near Shields Street. Kevin explained that from the previous meeting at the City Stormwater Utility it was acceptable to Gary Berger of Woodcraft Homes (Woodridge Development Owner) to redirect the 192 cfs of storm water along the north side of the Gates at Woodridge 4th Filing project in an open space swale (8 foot bottom width, 4:1 side slopes, 2.1 feet normal depth) from the Harmony Road realignment to the northeast corner of the Woodridge development. Kevin explained that from the previous meeting at Stormwater it was concluded additional meetings would need to occur to discuss how storm water should get from Taft Hill Road to the open space swale along the north side of the Gates at Woodridge 4th Filing development, and from the northeast corner of the Woodridge development across the City of Fort Collins park site and across future Seneca Street and across the MountainRidge Farm site to the proposed regional storm water infrastructure to be constructed with the MountainRidge Farm development. 2. Kevin explained that he understood from a previous meeting with Mike Herzig that the City of Fort Collins would like to have the Taft Hill Road/Harmony Road intersection constructed as soon as possible due to the existing traffic problems at this intersection. Mike agreed that the City would like to see these improvements constructed by the Fall of 1995, but if downstream conveyance problems required additional time to resolve beyond the Fall of 1995, he could delay these improvements from construction until the downstream problems are resolved in a timely manner. 3. Next we discussed the proposed Harmony Road/Taft Hill Road intersection as currently designed. Kevin explained how drainage is currently designed to function in accordance with the existing Master Planning Hydrologic Analysis Map. We discussed transporting storm water from Taft Hill Road, down Harmony Road and into the Woodridge Regional Detention Pond. Glen explained the existing downstream problems associated with storm water at Weber Junior High School along Seneca Street and that additional storm water in this area would be harmful to downstream residents. 4. The following conclusions were reached as a result of todays meeting: (refer to the attached intersection drawing) a. Matt and Mike indicated that the current drainage concepts planned at the intersection need to be modified. They indicated the proposed cross pans across County Road 38E and Harmony Road would not be allowed._ b. A temporary culvert (15" RCP) should be designed across County Road 38E along the west side of the Taft Hill Road/Harmony Road intersection instead of the cross pan. This will allow minor storm water flows from existing developments southwest of the intersection to cross under County Road 38E and 2 • • enter the proposed storm sewer under Taft Hill Road. c. In place of the cross pan across Harmony Road, an inlet should be placed at the southeast corner of the intersection to collect 100 year storm water runoff along Taft Hill Road and transport these flows across Harmony Road to the storm sewer _ system across Taft Hill Road. d. The storm sewer across Taft Hill Road should be designed to transport the 192 cfs of storm water runoff under Taft Hill Road, along the Harmony Road Right- of-Way, to the Gates at Woodridge 4th Filing proposed swale. Mike expressed concern that the 192 cfs of storm water was a good number. Glen explained that the City Stormwater Utility has asked RBD to revisit the Master Planning SWMM Modeling done for the area west of Taft Hill Road with the intent to verify the SWMM Modeling is accurate (to the best of RBD's ability) and the 192 cfs value is valid. Kevin explained that the 192 cfs of flow would need to all be piped (in an unknown pipe size) under Taft Hill Road because with the revised design concept there would be no physical way for storm water to cross over the crown of Taft Hill Road and sheet flow into the swale proposed in the Gates at Woodridge 4th Filing. Kevin pointed out that with the existing Telephone Fiber Optics Cable in Taft Hill Road, and the need to pass 192 cfs of storm water beneath Taft Hill Road, careful planning will need to occur so as to not disturb the cable and cross Taft Hill Road with a reasonable pipe or box size. Everyone was in agreement with these issues. Mike asked that the storm sewer alignment along the Harmony Road Right-of-Way be placed between the Right-of-Way and the curb and gutter, be coordinated with the Landscape Plan, and be coordinated with the other public utilities planned within this area so no conflicts arise with the storm sewer alignment. e. Kevin asked if an off-site storm sewer design should be done along the west side of Taft Hill Road and everyone said no because this is in the County and should be done by others in the future like the note on our Utility Plans indicates. The 15 inch culvert proposed across County Road 38E should include flared end sections upstream and downstream with a note on the Utility Plans that it is a temporary culvert. It is acceptable to end the storm sewer across Taft Hill Road with a flared end section. f. Matt asked RBD to please provide him with the appropriate legal descriptions and exhibits for the property the City needs to purchase in the Imperial Estates subdivision to construct the proposed Harmony Road/Taft Hill Road intersection which includes the proposed storm sewer system within the northerly right-of-way of Harmony Road. Kevin indicated that when the Overlook at Woodridge 4th Filing (Utility Plans associated with these improvements) is resubmitted to the City, these legal descriptions and exhibits'would be provided to Matt. 3 • • g. Glen indicated that the City Stormwater Utility would be paying for the time utilized by RBD to confirm the 192 cfs flow value at the Taft Hill Road/Harmony Road intersection either through the Developer Repay Program or directly through the Stormwater Utility. This study area is located within Larimer County, but the City of Fort Collins Stormwater Utility has an active interest in these flow values in order to properly size downstream regional storm drainage improvements within the City of Fort Collins which begin east of the Imperial Estates development. h. Kevin indicated that it was his understanding the storm sewer system design and construction as shown on the attached exhibit would be paid for by the City Engineering Department along with the Taft Hill Road/Harmony Road Intersection improvements project through the Developer Repay Agreement. Matt and Mike agreed that this is correct. Kevin indicated that the swale through the Gates at Woodridge 4th Filing would be graded and seeded by Woodcraft Homes per a previous meeting between the City Stormwater Utility, Gary Berger (Woodcraft Homes) and RBD. This swale will also contain a natural looking low flow trickle channel. This swale is not viewed as a regional swale, but rather a swale necessary to transport historic storm water runoff through the Woodridge Development. The City Stormwater Utility Master Planning Regional Improvements begin at the eastern property line of Imperial Estates (Larimer County) and continue downstream through the City of Fort Collins. j. It was concluded that additional time and meetings would be required to determine where to take the 192 cfs of storm water from the northeast corner of the Woodridge development. Glen indicated he would set up additional meetings with the City Parks Department, GT Land, and the Weber Junior High School representatives probably one at a time in order to work through these off-site issues. These off-site storm water improvements will be regional drainage improvements associated with the City of Fort Collins McClellands and Mail Creek Basin. k. Kevin asked if the Overlook at Woodridge 4th Filing and the Gates at Woodridge 4th Filing Utility Plans could be separated into two different time tracks due to the unresolved downstream off-site issues needing storm water answers and design. Mike and Matt indicated they had no problem with this as long as the Developer pays the appropriate filing fees for each development. 1. Kevin indicated that the Overlook at Woodridge 4th Filing would proceed immediately to be updated with this new design criteria for handling storm water at the Taft Hill Road/Harmony Road intersection and resubmitted to the City in a timely manner. 4 • • m. Kevin indicated that the swale proposed along the north property line of the Woodridge development, to transport the 192 cfs of storm water runoff, would be included on the Gates at Woodridge 4th Filing Utility Plans. In addition the off-site Regional Swale improvements (unknown at this time) across the MountainRidge Farm development would also be included on these Utility Plans. These Utility Plans will also include the Regional Detention Pond improvements proposed within this development.
