HomeMy WebLinkAboutTHE OVERLOOK AT WOODRIDGE PUD, 3RD FILING - FINAL - 55-87I - CORRESPONDENCE - STAFF'S PROJECT COMMENTS Commu Planning and Environmentalces ,u5 Planning Department 4} City of Fort Collins November 10, 1992 Mr. Eldon Ward Cityscape Urban Design 3555 Stanford Road, Suite 105 Fort Collins, CO 80525 RE: The Overlook at Woodridge P.U.D. , 3rd Filing Dear Eldon: Staff has coordinated the interdepartmental review of The Overlook at Woodridge P.U.D. , 3rd Filing. The following comments are offered: 1. As with The Gates P.U.D., 3rd Filing, Staff is concerned that a five foot wide path for a length of one-half mile may be too narrow. Given the fact that the primary users during the school year will serve children of all ages, often in groups, a wider path seems necessary to promote safety. My personal observations on the path leading to the Linton Elementary School between Fox Meadows and Sunstone Village, and on the path leading to Shepardson Elementary in the Shepardson Channel is that age differences require the need to accommodate passing. Simply put, big kids will pass little kids whether on bike or on foot. A five foot wide path does not allow passing without users being forced off the path. The Parks and Recreation Department recommends a minimum width of seven feet to promote passing from both opposite and similar directions without the danger of a collision. 2. As with The Gates P.U.D. , 3rd Filing, U.S.West has issued a statement regarding the availability of telephone service and the provision of proper easements for trenching of telephone facilities. Please refer to the comments of The Gates P.U.D. , 3rd Filing for the verbatim comment from U.S.West. 3 . The Public Service Company requests that Tract D be dedicated as a utility easement on the plat. PSCo. plans to install a gas feeder main through Tract D and across Taft Hill Road from Prairie View Court. Coordination of landscaping and gas line installation in Tract D, and adjacent to Harmony Road north of Overlook Drive, will be required. 281 North College Avenue • P.O. Box 580 • Fort Collins, CO 80522-058O • (303) 221-675(1 Aft 4. The City of Fort Collins Light and Power Department will be installing a duct bank down the east side of Taft Hill Road. This duct bank will be in the 15 foot utility easement adjacent to the arterial street right-of-way. The landscape plan for Tract D should be coordinated with Light and Power so that there is proper clearances for this duct bank. 5. Please clarify if the landscaping along Taft Hill Road will interfere with any overhead power lines. 6. As with the Gates P.U.D. , 3rd Filing, the City Forester advises against using the Black Walnut due to staining and damage to surfaces. These should be replaced by the street trees recommended by the City Forester. Also, the Autumn Purple Ash has been found to have a high mortality rate for local conditions. The Toba Hawthorn has a liability due to thorns and the Shubert Chokecherry has a problem with excessive suckers. These species should be substituted for. Note number three should clearly state that the homeowners association will maintain the landscape area described as Tract D on the plat. 8. As with The Gates, it is not clear if the corner side setback for garage doors of 15 feet will provide a long enough apron for cars not to overhang the sidewalk. Please clarify. 9. The fencing note regarding four foot high fences along open space areas over 60 feet in width can be interpreted in two ways. It should be made more clear that this refers to a "lot width" that exceeds 60 feet, not an "open space" width which implies the width of the swale. Please re-word for clarity. 10. The plat and the P.U.D. do not agree on the location of the street name break between Overlook Drive and Silvergate Road. It seems logical to make the break at the intersection with Harmony Road. It may be an option to call Overlook a "Circle" if it has two intersections with Harmony Road. If there are two east-west legs of Overlook Drive, there may be a problem with addressing. 11. The plat should indicate the width of street right-of-ways, and label the purpose of the tracts. 12. The plat should also indicate how wide the easement is along the east side of Lot 1 and between Lot 1 and 2. 13 . The plat needs to describe the control monuments and outer boundary monuments. 4 This concludes Staff comments at this time. Please note the following deadlines for the December 17, 1992 (Thursday) Planning and Zoning Board meeting: Plan revisions are due November 25, 1992. P.M.T. ' s, 10 prints, renderings are due December 7, 1992.. Final documents are due. December 10, 1992 . Due to remodeling of the City Council chambers, the December meeting will be held on a Thursday evening, not on a Monday evening.
