RE: The Gates at Woodridge P.U.D. , 3rd Filing
Dear Eldon:
The Planning Department has conducted its interdepartmental review
for the above referenced project and offers the following comments:
1. Staff is concerned about the proposed five foot width of the
path leading to the two schools. It is the experience of the
Parks and Recreation Department that a five foot path for this
length (one-half mile) would not be sufficient and cause
conflicts for two-way bicycle and or pedestrian traffic.
Further, a five foot wide path is too narrow for a passing
situation for one-way traffic. This path will carry a heavy
demand during the morning and afternoons of the school year.
It is strongly suggested that the path be constructed to a
minimum width of seven feet. By way of background, the Parks
and Recreation Department is upgrading its design width for
City trails from eight to ten feet due to the increased usage
on the trail system and the demand for wider paths. The.
connecting path from Silvergate Road could be five feet
because of the short length.
2. U.S.West has commented that: "Review of these plans should
not be construed as a commitment that telephone facilities
sufficient to serve this project are presently available.
U.S. West will provide telephone service in accordance with
the rates and tariffs on file with the Colorado Public
Utilities Commission.
Telephone facilities generally occupy rear lot utility
easements, which must be located on terrain which permits
trenching operations.
The developer is responsible for provision of all trench for
telephone facilities within the project, and the developer
pays up front construction costs for facilities within the
development.

Any relocation of existing telephone facilities required by
these plans will be paid for by the developer. "
3. Public Service Company will need to install a gas feeder main
in or parallel to Harmony Road north of Silvergate
Road/Overlook Drive. Close coordination of landscaping and
gas line installation in this area will be required.
4. Please be aware that the bike path and landscaping along the
regional swale outside the Third Filing may be revised due to
the size of the anticipated regional detention pond along the
east property line of Woodridge.
5. The following comments are provided by the Stormwater Utility:
A. Please document the flows calculated previously for the
swale and storm sewer.
B. Please provide existing and proposed contours at two foot
intervals.
C. Please show the existing inlets and storm sewer at
Silvergate and Overlook, including size and type and the
Q2 and Q100 tributary to the facilities.
D. Please show the inlet filters on the plan and on the
Construction Sequence Estimate and when paving will occur
on the Construction Sequence.
E. Please provide an engineer's stamp on the Drainage
Report.
6. The City Forester advises that the Black Walnut be substituted
for one of the acceptable street tree species: Littleleaf
Linden, Redmond American Linden, Green Ash, and Hackberry.
7. Also, the Toba Hawthorn should not be planted as a street tree
due to the problems with thorns.
8 . Note number 10 should clearly state that homeowners will
maintain the landscape tract described as Tract A on the plat.
9. It is not clear that the corner side setback for garage doors
of 15 feet will provide a long enough apron for a parked
vehicle and not overhang the sidewalk. This should be
clarified.
10. The fencing note regarding four foot high fences along open
space areas over 60 feet in width can be interpreted in two
ways. It should be made more clear that this refers to a "lot
width" that exceeds 60 feet, not an "open space width" which
implies the width the of the swale. Please re-word for
clarity.

11. The plat should indicate that Tract A is a common landscaped
area.
12 . The plat should describe the outer boundary monumentation.
13 . The plat indicates a 19 lot subdivision with Lot 14 described
as Lot 3A. Please revise so the plat matches the P.U.D.
14 . Staff anticipates a discussion as to the full funding of the
underpass. It is our understanding that the City's Street
Oversizing Fund will pay for 50% of the cost. Who pays for
the balance?
This concludes Staff comments at this time. Please note the
following dates for the December 17, 1992 (Thursday) Planning and
Zoning Board hearing:
Plan revisions are due November 25, 1992.
P.M.T. 's, 10 prints, renderings are due December 7, 1992.
Final documents are due December 10, 1992 .
Please note that the December 17th P & Z meeting is scheduled for
a Thursday evening due to the remodeling of the City Council
chambers.
