side of Vine Drive to meet ADA standards. Both ramps are also used by XCEL and/or the City for maintenance entrances,therefore the ramps on both sides of the crosswalk will need to be
access rated for 40,000 lbsin order to accommodate larger maintenance vehicles. 07/07/2022: FOR HEARING:Please include the crosswalk across E. Vine Drive with the next submittal. The
Developers of this property will be responsible for the installation of this crosswalk, including the Rectangular RapidFlashing Beacons (RRFB), since the minimum "level of service" (LOS)

FOR HEARING UPDATED/UNRESOLVED: The note on the plat needs to reference the Whitewater Park LOMRs as the source of the floodplain linework in addition to the Original Map panel. Please
include the FEMA Case number and effective date of the LOMRs. There are two LOMRs the second one corrected the zoning for the islands on the map. The map is not clear that the entire
site is in the 100year floodplain it seems to show the island is the part that is in. Please clarify through notes about the areas that are in the various Floodplain Zones. Also,
the Zone X Shaded is due to the 500year floodplain not due to levee. 05/16/2022: FOR HEARING: The floodplain line is not correct. Please see Poudre Whitewater Park LOMR and subsequent

sign the plans. Can you please clarify this discrepancy between the LOI and your response? Response: "Lake Canal signature blocks have been added to the utility plans and plat. As
noted previously, the ditch company has indicated that they do not want to sign the utility plans." **To clear, Lake Canal must sign the final Utility Plans and Plat before the City
will approve the final plans.**Response: We believe this comment has been resolved, but per the previous letter, Lake Canal has been added to the plans as a signer and they are aware
of this. They have indicated they will have some language in the signature block limiting the information that they are reviewing/approving.08/30/2022: FOR HEARING – NOT ADDRESSED:

to Hearing for this project.05/17/2022: FOR HEARING:(resolved)The Lake Canal Ditch Company appears to have an easement on this property. As a result, the Ditch Company will need to
approve the final plans. Please add a ditch company signature block to cover sheet. For Hearing you will need to obtain a Letter of Intent (LOI) from the Ditch.**In addition, the proposed
bridge crossing over Lake Canal will require theirapproval. Please contact Lake Canal early to discuss requirements.Comment Number: 7 10/12/2022: FOR HEARING – UPDATED: The
storm pipe vs sewer main crossing issue is getting close to being workable. However, if the existing sewer main is reduced in size at the location of the storm crossing, as proposed,
the full length of the sewer main to the upstream manhole must be replaced to be consistent in pipe size. Update the plans to show replacement of this section with 8inch PVC main.
See redlines for more information.Response: Per additional discussions with staff, we understand that the solution to replace +/- 125’ of sewer main and to re-line the remaining portions
to the west is acceptable to staff. This condition is shown in the current plans. Please note that the utility potholing will potentially complicate this agreement.09/12/2022: FOR HEARING
– UPDATED: The updated storm design and profile will need further revisions to be workable. The City will not accept an inverted siphon design. The design will need to provide 18inches
of vertical separation to meet criteria or apply for a variance. We are willing to approve a variance for 12inches of vertical separation. I recognize this is a difficult situation.
You will need to revise the proposed design and submit to us the best you can accomplish for further discussion. The Engineering Dept. may need to issue a variance for less than minimum
cover. Please consult with Engineering on minimum allowable cover and any additional requirements. 08/30/2022: FOR HEARING – UPDATED: On the storm profile, add the existing water
and sewer crossings. If the water main depth is unknown it can be assumed for PDP, pothole verified for FDP.07/26/2022: FOR HEARING: A profile of this pipe has been provided; however,

on the south side of vine. This is a water quality inlet.d.Regarding the proposed valley pan inlet, on the north side of Vine Dr. – Utilities would like this to be a curb combo inlet

appear to have been addressed. Please add public drainage easements around all detention ponds, water quality facilities (including rain gardens) and along the pipes connecting these

however please note that pavers installed for the purposes of lowering impervious area quantity must follow a design cross section and should have an underdrain. In this situation the
design XS does not need to be the City’s LID section.Response: The paver areas have been calculated as regular paving, so the subdrain is not needed or included.Comment Number: 21
10/12/2022: FOR FINAL PLAN: Before submitting for FDP round 1, please meet with us to discuss the design of the replaced stormwater inlet on the south side of Vine Drive. There
is some concern about having too much upstream flow passing through a water quality inlet. Options that have been discussed include (not limited to) a)having a 2chamber structure with
inlet and snout on one side and a junction box on the other side.b)Constructing a custom inlet box that is wider to accommodate both a heavyduty Snout and a SAFL Baffle. This would
reduce the amount of churning and resuspension that the pipe inflows create.Response: Per discussions with staff, we understand that the inlet should be rebuilt in the same configuration

and shown on the plans. Please note that the potholer was unable to location the sewer, so they will be going back out to get that info. Also, they identified a concrete duct bank and
an 8” electric line. We are working to verify the dimensions of these facilities and to understand if they can be moved at all. If they cannot, the current design for the pond outfall

to the developer. Let me know if you have any questions.Response: This appears to be an old comment, however, the design team is aware of this requirement and comfortable with the approach

to locate a 3inch water meter vault in the plaza at this location. The vaults require 4feet min. separation to adjacent structures and retaining walls. Please relocate the 3inch water
meter and service and the fire line to a new location. Options might include the College Avenue water main or Jerome Street water main. (Note that previously we requested that you
not service water from College Ave, however this was a preference and not a requirement)08/30/2022: FOR FINAL PLAN:Water meters may not be located in the public utility easement on
the north side of Vine Drive. A different location will need to be determined for the water meters. Additionally, water services should not be routed under a rain garden, this conflict

by the fire marshal. Aerial fire apparatus access roads shall have a minimum unobstructed width of 26 feet, exclusive of shoulders, in the immediate vicinity of the building or portion
thereof. Dead end access roads shall have a minimum width of 30 ft. Parapet heights greater than 4' in height do not support ladder truck operations.The EAE drive aisles in the parking
