Vine Drive Fort Collins, Colorado 80524 Dear Mr. Wilson, National Inspection Services® (NIS) was retained by Powerhouse 2 Development, LLC to perform a Limited Phase II Environmental Site Assessment (ESA) and Ground Penetrating Radar (GPR) survey for the commercial property located at 108 E. Vine Drive in Fort Collins, Colorado, hereby referenced as the Property. This Limited Phase II ESA was completed in general accordance with ASTM Standard E 1903-19 the Standard Practice for Environmental Site Assessments: Phase II Environmental Site Assessment Process. The area of study for this assessment included select portions of the Property that were based on the findings of the NIS Phase I ESA dated February 15, 2022. This report provides a description of the Limited Phase II ESA and GPR activities conducted at the Property and a discussion of the laboratory results obtained from the soil and groundwater samples collected. The information contained within this report is intended solely for your use and benefit and that of your designated associates, regarding the Property. The scope of this limited Phase II ESA is limited to identifying environmental impacts at the areas of concern identified in the previous Phase I ESA and is not considered a comprehensive site investigation The scope of work for this Limited Phase II included the installation of four soil borings and associated temporary groundwater monitoring wells at the Property. In addition, a GPR survey was conducted to identify potential underground storage tanks at the Property. The field scope of work for this assessment was completed on March 24 and April 13, 2022. Ground Penetrating Radar Systems (GPRS) completed a search for suspected underground storage tanks (USTs) on the Property. The survey was completed on March 24, 2022 and did not identify anomalies consistent with USTs. Although no USTs were discovered during this investigation, if encountered during future site redevelopment, all tanks should be removed according to all State and local regulations. Based on results of the field screening activities and analytical findings, minor soil impacts appear to exist at the Property; however, the levels of petroleum hydrocarbons and volatile organic compounds (VOCs) detected are below Tier 1 Risk Based Screening Levels (RBSLs) and Colorado Soil Evaluation Standards (CSEV). Based on the results of the field screening, soil impacts can be expected to be encountered during excavation in the vicinity of soil borings B-1 and B-2. Based on the findings of the groundwater sampling, the levels of contaminants detected are not above Tier 1 RBSLs or Basic Groundwater Standards and not considered a threat to human health and environment. Based on the findings of this Limited Phase II ESA, no further assessment of the soil or groundwater at the Property is warranted at this time; however, a Soils Management Plan is recommended for the site in order to properly manage impacted soils. Vine Drive, Fort Collins, CO 80524 1 May 3, 2022 1.0 Introduction 1.1 Site Setting The 0.22-acre Property is currently improved with a one-story, 2,772 square-foot commercial service garage that is occupied by Rocky Mountain Automotive. The building was originally constructed in 1969 and has historically been utilized for automotive purposes. The building is comprised of a concrete masonry unit (CMU) and metal building structure covered in preformed metal panels. The building is configured with a service desk, office, restroom, storage room with waste oil burner, and service garage. A Site Location Map and Topographic Map are included as Figure 1 and Figure 2. 1.2 Environmental Conditions National Inspection Services® previously completed a Phase I Environmental Site Assessment (ESA) on the Subject Property (report dated February 15, 2022). The Phase I ESA identified the following Recognized Environmental Conditions (RECs) in connection with the Property: • The historical use of the 108 E. Vine Drive portion of the Property for automotive repair and services since at least 1985 is considered a recognized environmental condition (REC) to the Property. Auto repair and service shops typically store and utilize oils, lubricants, degreasers, and cleaning solvents, which if improperly stored or spilled these fluids have the potential to impact the subsurface soils and groundwater at the Property. The Rocky Mountain Automotive facility currently operates a sand trap component connected to a floor drain within the main service garage portion of the building. This unit collects drip oil and water from the vehicles. According to Mr. Joe Farr, owner and operator of Rocky Mountain Auto, the sand trap component is pumped out approximately once per year. Mr. Farr was not aware of any current issues with the component or piping although a while back he had the system cleaned and scoped due to drainage issues. De minimis chemical staining was observed in the vicinities of the floor drain locations. The service garage formerly maintained one underground hydraulic lift component. According to Mr. Farr, the former underground hydraulic lift was removed and backfilled with concrete. Historically if these types of systems were not properly maintained and/or damaged, it is possible they adversely impacted the subsurface conditions at the Property. • Rocky Mountain Auto at 108 E. Vine Drive is identified on the underground storage tank (UST) database. The property address is listed as Facility ID 20212 and is associated with one permanently closed 300-gallon UST that was reportedly installed on April 14, 1976. The Colorado Division of Oil and Public Safety (OPS) provided National Inspection Services® with an UST Notification dated April 20, 1986, identifying one 300-gallon used oil UST at the Property. The UST notification was completed by Mr. Mike Johnson, a prior owner of the Property. No additional information was available pertaining to the location or status of this tank. Mr. Joe Limited Phase II Environmental Site Assessment – 108 E. Vine Drive, Fort Collins, CO 80524 2 May 3, 2022 Farr, current owner of Rocky Mountain Automotive was not aware of any underground tanks and indicated that the former owner (Mr. Johnson) was not aware of any underground tanks. 2.0 Ground Penetrating Radar Survey As part of the approved activities, Ground Penetrating Radar Systems (GPRS) completed a search for suspected underground storage tanks (USTs) on the Property. GPRS provided a Summary of Scanning for Underground Storage Tanks (USTs) report dated March 27, 2022. The survey was completed on March 24, 2022; a 250 - 450 MHz GPR Antenna was utilized to scan for metal objects up to eight (8) feet in depth. According to the findings, GPR penetrated to depths of three (3) feet in most areas and multiple utilities were observed; however, the GPR survey did not identify anomalies consistent with USTs. A copy of the GPRS report is included as Appendix B. Although no USTs were discovered during this investigation, if encountered during future site redevelopment, all tanks should be removed according to all State and local regulations. 3.0 Subsurface Investigation The Phase II activities were completed in accordance with the approved scope of work. On March 24, 2022, Ground Penetrating Radar Services (GPRS) cleared the boring locations of active utilities and the public utilities were contacted to mark underground utilities at and in the vicinity of the Property. On April 13, 2022, National Inspection Services® undertook the subsurface investigation activities at the Property, designed to retrieve subsurface soil and groundwater data in select areas of the Property. Photographs of the following field activities are included in Appendix A. 3.1 Drilling Activities The limited subsurface investigation included the advancement of four soil borings (B-1, B-2, B-3 and B-4) and installation of four temporary groundwater monitoring wells (B-1W, B-2W, B-3W and B-4W) at the Property a using direct push drilling unit. Groundwater was encountered at approximately 7.5 to 8.3 feet. The borings were completed as follows: • B-1 was completed to a depth of approximately 15 feet below ground surface (bgs) and converted to a temporary groundwater well. This boring was completed in the asphalt parking area, down-gradient of the sand trap component and service garage. Groundwater was encountered in this temporary well at approximately 7.85 feet bgs. • B-2 was completed to a depth of approximately 15 feet bgs and converted to a temporary groundwater well. This boring was completed in the asphalt pavement on the west side of the Property. Groundwater was encountered in this temporary well at approximately 7.65 feet bgs. Limited Phase II Environmental Site Assessment – 108 E. Vine Drive, Fort Collins, CO 80524 3 May 3, 2022 • B-3 was completed to a depth of approximately 15 feet bgs and converted to a temporary groundwater well. This boring was completed in the asphalt pavement on the south-central portion of the Property. Groundwater was encountered in this temporary well at approximately 7.55 feet bgs. • B-4 was completed to a depth of approximately 15 feet bgs and converted to a temporary groundwater well. This boring was completed in the asphalt pavement on the southwest portion of the Property, down-gradient of the on-site activities. Groundwater was encountered in this temporary well at approximately 8.35 feet bgs. A Sample Location Plan, which depicts the approximate locations of the soil borings and associated temporary groundwater wells is included as Figure 3. The soil borings were completed by Remington Technologies out of Greeley, Colorado, using direct-push sampling techniques. Soil borings were generally drilled to approximately 15 feet bgs. During drilling, soils were visually described on the boring logs. Information regarding the subsurface conditions is included in the attached soil boring logs (Appendix C). At each boring location, soil was sampled at 5-foot intervals and the samples were placed into plastics bags and field screened for non-specific volatile organic compounds (VOCs) using a photoionization detector (PID). These readings are recorded on the soil boring logs. Field screening activities went as follows: • Boring B-1 – Soil sample B-1 was collected from 5 to 10 feet bgs at the interval where petroleum odors and stained soils were observed. Elevated PID readings (399 ppm) were also noted at this interval. • Boring B-2 – Soil sample B-2 was collected from 0 to 5 feet bgs at the interval where slight petroleum odors and slightly elevated PID readings (64 ppm) were noted. • Boring B-3 – Soil sample B-3 was collected from 5 to 10 feet bgs at the interval above the groundwater table. No elevated PID readings (>50 ppm), stained soils or odors were noted in this boring. • Boring B-4 – Soil sample B-4 was collected from 5 to 10 feet bgs at the interval above the groundwater table. No elevated PID readings (>50 ppm), stained soils or odors were noted in this boring. All soil samples were placed in laboratory-supplied containers, and immediately placed on ice. The soil samples were submitted to Origins Laboratory in Denver, Colorado for laboratory analysis of VOCs by U.S. EPA Method 8260B and total petroleum hydrocarbons (TPH) diesel range organics (DRO) and gasoline range organics (GRO) by U.S. EPA Method 8015. Vine Drive, Fort Collins, CO 80524 4 May 3, 2022 3.2 Groundwater Monitoring Well Installation Upon reaching the total boring depth in the soil borings, temporary groundwater monitoring wells were constructed in the soil borings using new one-inch polyvinyl chloride (PVC) well screen and blank casing. At each boring location, 5 feet of factory slotted screen was placed in the bottom of the boring, and blank casing threaded onto the screen and extended to the ground surface. Due to the temporary nature of the wells, no sand pack or bentonite seal were placed in the annulus between the boring wall and the well casing. Each temporary monitoring well with groundwater was adequately hand-purged using disposable polyethylene hand bailers to at least three well volumes. A groundwater sample was collected from each well and placed into laboratory supplied bottles and immediately placed on ice. The groundwater samples were submitted to Origins Laboratory in Denver, Colorado for laboratory analysis of VOCs by U.S. EPA Method 8260B and TPH DRO and GRO by U.S. EPA Method 8015. 4.0 Subsurface Conditions The Property is situated within the Modern Alluvium, which is located in the Colorado Piedmont on the western edge of the Great Plains physiographic province. The Modern Alluvium includes Piney Creek Alluvium and younger deposits. According to the United States Department of Agriculture (USDA), the soils underlying the Property consist of Nunn clay loam, Paoli fine sandy loam and Table Mountain loam. The top five feet of the Nunn clay loam soil profile consists of clay loam and loam. The Nunn clay loam series is derived from Pleistocene aged alluvium and/or eolian deposits and is well drained with a slope of zero to one percent. The top five feet of the Paoli fine sandy loam and Table Mountain loam soil profiles consist of fine sandy loam, sandy loam, and loamy sand. The Paoli and Table Mountain soil series are derived from alluvium and is well drained with a slope of zero to one percent During soil boring activities, soil at the Property appeared to consist approximately primarily of sand and gravels and silty to sandy clay. 5.0 Analytical Results 5.1 Soil Results The four subsurface soil samples were analyzed for VOCs and TPH DRO and GRO. Detected analytes were compared to the Colorado Department of Public Health & Environment (CDPHE) Colorado Soil Evaluation Values (CSEV) and Tier 1 Risk Based Screening Levels (RBSLs). Laboratory analytical results are included in Appendix D. A summary of the findings includes: • TPH GRO was detected in B-1 at 69.9 milligrams per kilogram (mg/kg). • TPH DRO was detected in B-1 at 176 mg/kg and B-2 at 26.9 mg/kg. Vine Drive, Fort Collins, CO 80524 5 May 3, 2022 There is no established CSEV for TPH; however, the Division of Oil and Public Safety (OPS) uses 500 mg/kg as a threshold value when assessing TPH in soils. The detected levels of TPH are well below this established threshold value. • A total of seven VOCs were detected in the four soil samples collected. • BTEX constituents were detected in soil sample B-2; however, the VOCs detected were well below their established CSEV and Tier 1 RBSLs. The attached Table 1 lists the identified analytes and corresponding soil screening values, if applicable. A figure depicting the subsurface soil sample locations and analytical data are depicted in Figures 4 – Soil Analytical Results. 5.1.1 Discussion of Soil Conditions TPH DRO and TPH GRO were detected above laboratory detection limits in two of the subsurface soil samples collected (B-1 and B-2) indicating a petroleum release to the subsurface from the Property or adjoining properties. The detection levels of TPH are well below the Tier 1 RBSL threshold value of 500 mg/kg. In addition, all of the VOCs were detected well below their established CSEV and Tier 1 RBSL. Based on results of the field screening activities and analytical findings, soil impacts from petroleum hydrocarbons appear to exist at the Property. Specifically, soil impacts can be expected to be encountered during future excavation in the vicinity of soil borings B-1 and B-2. Although the soil samples did not indicate impacted soils of concern, it is likely stained or oily soils will be encountered during future site redevelopment. The detected levels are not considered threat to human health or environment and no further evaluation of the subsurface soil conditions is warranted at this time; however, during future site redevelopment, impacted soils should be managed accordingly. 5.2 Groundwater Results The four groundwater samples collected were analyzed for VOCs and TPH DRO and GRO. Detected analytes were compared to the Colorado Department of Public Health & Environment (CDPHE) Basic Groundwater Standards. Laboratory analytical results are included in Appendix D. A summary of the findings includes: • TPH GRO was detected in three of the groundwater samples collected ranging from 5.8 to 19.8 mg/L. There are no established regulatory levels for TPH in groundwater and the detected levels are not considered a threat to human health or environment. • VOCs were not detected in the four groundwater samples collected. A figure depicting the groundwater sample locations and corresponding analytical data are depicted in Figures 5 – Groundwater Analytical Results. 5.2.1 Discussion of Groundwater Conditions Based on the findings of this groundwater sampling event, the groundwater at the Property does not appear to be significantly impacted by the former or current on-site activities at the Property or adjoining properties. 6.0 Conclusions and Recommendations This Limited Phase II ESA and GPR survey for the Property located at 108 E. Vine Drive in Fort Collins, Colorado included the advancement of four soil borings and installation of four temporary groundwater monitoring wells at the Property. The Phase II activities were completed in accordance with ASTM E 1903-19 and the approved scope of work. PURPOSE The purpose of this project was to search for any suspected underground storage tanks (USTs) or suspected UST-related piping/anomalies remaining on the property. The scope of work consisted of one location measuring approximately 100’x75’. The interiors of buildings were excluded from the scope of this project. The client marked the desired locations prior to our sc anning and our markings were then placed onto the surface using paint. EQUIPMENT • Underground Scanning GPR Antenna. The antenna with frequencies ranging from 250 MHz-450 MHz is mounted in a stroller frame which rolls over the surface. The surface needs to be reasonably smooth and unobstructed in order to obtain readable scans. Obstructions such as curbs, landscaping, and vegetation will limit the feasibility of GPR. The data is displayed on a screen and marked in the field in real time. The total depth achieved can be as much as 8’ or more with this antenna but can vary widely depending on the types of materials being scanned through. Some soil types such as clay may limit maximum depths to 3’ or less. As depth increases, targets must be larger in order to be detected and non-metallic targets can be especially difficult to locate. The EM locator can passively detect the electromagnetic fields from live AC power or from radio signals travelling along some conductive utilities. It can also be used in conjunction with a transmitter to connect directly to acce ssible, metallic pipes or tracer wires. A current is sent through the pipe or tracer wire at a specific frequency and the resulting EM field can then be detected by the receiver. A utility’s ability to be located depends on a variety of factors including access to the utility, conductivity, grounding, interference from other fields, and many others. This handheld GPS unit offers accuracy down to 4 inches; however, the accuracy will depend on the satellite environment and obstructions and should not be considered to be survey-grade. Features can be collected as points, lines, or areas and then exported into Google Earth or overlaid on a CAD drawing. For more information, please visit: Link Page 2 of 6 PROCESS The EM pipe locator was used to connect to accessible, traceable pipes that may be tank -related such as vent pipes or product lines. A current is induced onto the pipe which creates an electromagnetic field that can be traced using the receiver. We can then attempt to trace these pipes to their origin or end point and paint or flag their locations. Initial GPR scans were collected in order to evaluate the data and calibrate the equipment. Based on these findings, a scanning strategy is formed, consisting of scanning the entire area in a grid with 1’ scan spacing in order to locate any potential UST’s that may remain at the site. The GPR data is viewed in real time and anomalies in the data were located and marked on the surface along with their depths using paint. Relevant scan examples were saved and will be provided in this report. LIMITATIONS Please keep in mind that there are limitations to any subsurface investigation. The equipment may not achieve maximum effectiven ess due to soil conditions, above ground obstructions, reinforced concrete, and a variety o f other factors. No subsurface investigation or equipment can provide a complete image of what lies below. Our results should always be used in conjunction with as many met hods as possible including consulting existing plans and drawings, exploratory excavation or potholing, visual inspection of above-ground features, and utilization of services such as One Call/811. Depths are dependent on many factors so depth accuracy can vary throughout a site and should be treated as estimates only . Relevant scan examples were saved and will be provided in this report. FINDINGS The subsurface conditions at the time of the scanning allowed for maximum GPR depth penetration of 3’ in most areas. Multiple utilities were observed during the scanning; however, utility locating was not part of the scope of this report. The equipment and methods used did not detect reactions from potential UST's. An unknown line was discovered in the scan area, but it was unable to be verified if this line was associated with a UST. The following pages will provide further explanation of the findings.
