Collins) Dear Ms. Sarah Carter, Per fire code, a fire access lane needs to be provided on the long side of the building and be positioned no more than 30 feet from the face of the building. In our case, the long side is along an existing parking lot, and due to the unique site shape and building configuration, the building is more than 30’-0” from the edge of curb along the long side of the building. The unique site and building configuration pushes the building over 30’-0” from the face of curb. The site’s topography creates a walk-out basement condition for the building where there are four sides of the building exposed on the north, east, and west sides of the building and 5 stories exposed along the parking lot side to the south. Based on previous discussions with PFA and past experience, the design team understands there are measures to utilize from the “High Rise” section of the International Building Code to offset the access shortfalls. The design of the building at this point of the design (CD phase) is the following: • 4 stories with the top floor finish floor at 34'-7" above fire access at the upper Monroe Drive and 44’-7” above the lower parking lot level. (Lower than the IBC classification of a high rise of 75’-0”) • Basement and First Floor are Type I-A Construction • Floors 2,3 and 4 are Type V-A Construction • Occupancy Types within the building o 4th Floor: I-1 Condition 1 Assisted Living o 3rd Floor: I-1 Condition 1 & 2 Assisted Living o 2nd Floor: I-1 Condition 1 & 2 Assisted Living o 1st Floor: I-1, Condition 2 Memory Care and Amenity Spaces o Basement: S-2 Parking Garage • 2 hour rated stair and elevator shafts (8" Cast in Place concrete & 8” CMU walls) • 3 hour rated structure and floor slabs at floor slabs 1 and 2 (PT concrete slab – 12” and 14”) • 1 hour rated floor assemblies at floors 3 and 4. (Wood construction, VA) • 1 hour rated roof assembly (Wood construction, VA) • Fully sprinklered The building is planned to be wood framed on floors 2,3, and 4 with the basement and 1st floor to be concrete (podium construction). The basement parking garage is buried on the Monroe and Stanford sides and exposed at the existing parking lot creating a walk out basement condition. Site access to the building is open on the three primary sides of the uniquely shaped site. The property does extend to include the open parking lot to the southwest of the building. An emergency access easement is planned to be provided through this parking lot. Lincolnway Cheyenne, WY 307.635.5710 www.vfla. c o m After reviewing the list of options listed in the High Rise code section of the IBC, the design team proposes the following items be integrated into the egress design strategy to mitigate the aerial apparatus access. Many of the below items come from section 403 of the IBC. 1. Increase the fire ratings of the stair and elevator shafts from 2 hour to 3 hour. 2. Provide an area of refuge in each stairwell including two-way communication system 3. Reflective tread nosings on stairs in the stairwells 4. Increase the width of the stairways for better firemen access, 4’-4” wide. 5. Extend both stairwells to the roof with a full man door/walk out access. 6. Full smoke detection system 7. Standby power for fire alarm, fire pump, elevator, and emergency lighting 8. Smokeproof stair enclosure We hope that these additional safety measures accommodate proper fire access to the building.
