Comment Number: 4 11/22/2022: SUBMITTAL: All plans should be saved as optimized/flattened PDFs to reduce file size and remove layers. Per the Electronic Submittal Requirements AutoCAD SHX attributes need to be removed from the PDF’s. AutoCAD turns drawing text into comments that appear in the PDF plan set, and these must be removed prior to submittal as they can cause issues with the PDF file. The default setting is "1" ("on") in AutoCAD. To change the setting and remove this feature, type "EPDFSHX" (version 2016.1) or “PDFSHX (version 2017 and newer) in the command line and enter "0". I would like to see some sort of written documentation that the owner of this land approves of this. Response: Hartford Homes is working with the landowner to obtain a letter of support. Hartford will provide once the letter has been obtained. It needs to be shown with a reception number of this is the case. Otherwise, the proposed easement must be extended. Response: There is an existing 10’ utility easement that covers this section of waterline. Call outs have been added to the plans for this easement. Response: Line has been adjusted so that the west edge of the permanent easement meets this requirement Comment Number: 2 11/29/2022: FOR APPROVAL: Required signage, if any, needs to be indicated on the western edge so as not to impede farming activities as per the June 24, 2022 memo. Response: There is no required signage for this site. Comment Number: 3 11/29/2022: FOR APPROVAL: Regarding reclamation: -If any non-agricultural area is disturbed for construction, an acceptable seed mix needs to be detailed for revegetation of those area. -The landowner needs to sign off on the reclamation methods of the agricultural area (soil handling, amendments, weed management, etc.) and signage location to ensure that it is to their satisfaction. Response: Seeding information in the Storm Water Management Plan Report has been updated to reflect seeding for both the agricultural area and any area that is non-agricultural. Comment Number: 4 11/29/2022: FOR APPROVAL: No cut-off walls are depicted on the utility plans. Groundwater is an important aspect of the Cooper Slough hydrology; cut-off walls are required to ensure unaltered groundwater flow patterns. Response: Per discussion a cut off wall note has been added to the utility plans to require the installation of cut off walls every 500’ if groundwater is encountered during construction. Department: Forestry Contact: Carrie Tomlinson, , ctomlinson@fcgov.com Topic: General Comment Number: 1 11/29/2022: FOR APPROVAL: There appear to be two large trees along Redman that are within the construction easement of this project. It does not appear that these trees will be impacted during construction, but they need to be identified as protected on your plan set and inventoried as part of your application process. They also 8 need to have their critical root zones identified on the plan set as detailed in COF code 3.2.1 along with a detail of tree protection fencing. Please contact Forestry at ctomlinson@fcgov.com for an onsite inventory of these two trees prior to next round. Response: Per redlines provided by forestry there is one tree along redman and that Siberian elm tree has been shown and called out to be protected in place on the plans. Comment Number: 2 11/29/2022: FOR APPROVAL: Please provide the existing tree inventory (after it is completed by contacting forestry). Also, the plans should also include Tree Protection Notes listed within the City of Fort Collins landscape code 3.2.1 found at the following website: https://www.fcgov.com/developmentreview/applications.php Response: Tree protection notes added to general and construction notes. Department: Erosion Control Contact: Andrew Crecca, acrecca@fcgov.com Topic: Erosion Control Comment Number: 1 11/23/2022: INFORMATION: This project is located within the City's MS4 boundaries and is subject to the erosion control requirements located in the Fort Collins Stormwater Criteria Manual (FCSCM), Chapter 2, Section 6.0. A copy of those requirements can be found at www.fcgov.com/erosion. This project was evaluated based upon the submittal requirements of FCSCM. Based upon the provided materials we were able to determine a total disturbed area. Based upon the area of disturbance or this project is part of a larger common development, State permits for stormwater will be required should be pulled before Construction Activities begin. FOR APPROVAL: Based upon the supplied materials, site disturbs more than 10,000 sq. ft. and/or meets one of the other triggering criteria (sensitive area, steep slopes, or larger common development) that would require Erosion and Sediment Control Materials to be submitted. Please provide an erosion control plan. This project disturbs 5 or more acres so erosion control phasing materials will need to be provided in the erosion control plans, reports and escrow. 9 Please ensure that the Erosion Control Plans, Escrows, and Reports include phasing requirements (FCSCM Ch 2 Section 6.1.3, 6.1.4, & 6.1.5) Based upon the supplied materials, site disturbs more than 1 acre or is part of a larger common development that requires Erosion and Sediment Control Report to be submitted. Please submit an Erosion Control Report to meet City Criteria (FCDCM Ch 2 Section 6.1.4). Based upon the supplied materials, an Erosion Control Escrow Calculation will need to be provided. Please submit an Erosion Control Escrow / Security Calculation based upon the accepted Erosion Control Plans to meet City Criteria (FCDCM Ch 2 Section 6.1.5). Response: An erosion control plan with report and escrow calculations has been prepared and will be submitted with this submittal. Comment Number: 2 11/23/2022: FEES: The City Manager’s development review fee schedule under City Code 7.5 -2 was updated to include fees for Erosion Control and Stormwater Inspections. As of January 1st, 2021, these fees will be collected on all projects for such inspections. The Erosion Control fees are based on, the number of lots,the total site disturbance, the estimated number of years the project will be active. Based on the proposed site construction associated with this project we are assuming 0 lots, 5.44 acres of disturbance, 0.5 years from demo through build out of construction and an additional 3.00 years till full vegetative stabilization due to seeding. Which results in an Erosion Control Fee estimate of $938.40 . Please note that as the plans and any subsequent review modifications of the above-mentioned values change the fees may need to be modified. I have provided a copy of the spreadsheet used to arrive at these estimates for you to review. Please respond to this comment with any changes to these assumed estimates and why, so that we may have a final fee estimate ready for this project. The fee will need to be provided at the time of erosion control escrow. At this time Stormwater Inspection Fees appear to not be applic able, if for some reason the designs change please provide updated list of Stormwater LID/WQ devices that are being used so that we may quickly update the fees. Response: Noted fees will apply as state above and stormwater inspection fees are not applicable at this time. 10 Comment Number: 3 11/23/2022: FOR APPROVAL: For Final Report needs to be stamped by licensed P.E. as per FCSCM Chapter 2 Section 6.1.4 For Final title page needs Landowner's, Developer's, Contractor's, Engineer's and Erosion Control Administrator's Contact as per FCSCM Chapter 2 Section 6.1.2.1 Response: Final report will be stamped upon approval and contractor and EC administrator information will be added once contactor is selected for construction Comment Number: 4 11/23/2022: FOR APPROVAL: Will temporary irrigation be used? If not, please adjust seed to permanent stabilization timeline to represent something more realistic. The majority of projects under out purview take anywhere from three to five years to reach stabilization with some taking over a decade. Response: seeding information in report and stabilization information in the report have been edited to reflect a 3 year time period to final stabilization.
