File names should begin with the file type, followed by the project information,
and round number.
Example: UTILITY PLANS_PROJECT NAME_PDP_Rd2.pdf
File type acronyms maybe appropriate to avoid extremely long file names.
Example: TIS for Traffic Impact Study, ECS for Ecological Characterization
Study.
*Please disregard any references to paper copies, flash drives, or CDs.

All plans should be saved as optimized/flattened PDFs to reduce file size and
remove layers.
Per the Electronic Submittal Requirements AutoCAD SHX attributes need to be
removed from the PDF’s.
AutoCAD turns drawing text into comments that appear in the PDF plan set,
and these must be removed prior to submittal as they can cause issues with the
PDF file. The default setting is "1" ("on") in AutoCAD. To change the setting
and remove this feature, type "EPDFSHX" in the command line and enter "0".

Temporary Service Changes - City of Fort Collins Development Review
In order to continue providing thorough reviews and giving every project the
attention it deserves, the City of Fort Collins is implementing temporary
changes in how we serve our development customers. As you may be aware,
we are experiencing staff shortages in a number of key departments, which has
begun to impact the timeliness of our reviews. We recognize that development
and construction play a critical role in our community’s vibrancy and economic
recovery, and we have been exploring options for mitigating impacts to our
customers. As a result, we will be making some temporary service changes.
Beginning Monday May 10, 2021, one additional week of review time will be
added to all 1st and 2nd round submittals (increase from 3 weeks to 4 weeks).

This proposed project is processing as a Type 2 Development Plan. The
decision maker for Type 2 is the Planning and Zoning (P&Z) Commission. For
the hearing, we will formally notify surrounding property owners within 800 feet
(excluding public right-of-way and publicly owned open space). Staff will need
to agree the project is ready for Hearing approximately 3-5 weeks prior to the
hearing. I have attached the P&Z schedule, which has key dates leading up to the hearing.

FOR HEARING: Architectural Building Elevations Set
I recommend starting set with building elevations, then have details at back of set.
Please add color to elevations to match material legend for each sheet.
From Round 1, please add the architectural rendering images to building
elevation set in R2 and update this design to match elevations.
Please include building footprint diagram that shows enough detail to document
building wall plane projecting and recessed elements with dimensions. The SW
elevation shows a roof cornice on left side. Is there a roof top cornice in other locations?
If there is rooftop mechanical equipment, please include parapet walls or other
screen walls around this equipment, to not be visble from street view.
Arco/Murray Response: A Line of Sight Diagram sheet has been added to the set. Three locations are identified to illustrate that
all roof top equipment will be screened by the parapet walls.

03/21/2022: FOR INITIAL FDP SUBMITTAL:
The initial FDP submittal will need to include separate irrigation service(s) for
the site. Separate irrigation service is required due to recent changes to Fort
Collins Utilities Water Supply Requirements (WSR) and Plant Investment Fees (PIF).
Please ensure the project submittal includes:
- Preliminary Irrigation Plan (PIP) – plan requirements can be found at: www.fcgov.com/WCS.
Please contact Irrigation Development Review (irrigation@fcgov.com) with
questions regarding the required PIP.
- Water budget (annual usage) and peak flow (gallons per minute) for each
irrigation service. Note: this information should be included on the PIP.
- Landscape Plan including hydrozone table updated with 2022 values – 3, 8,
14, and 18 gallons/square foot/year for very low, low, medium, and high zones, respectively.
- Water Need Form – form is available at: www.fcgov.com/WFF
Please contact Utility Fee and Rate Specialists (UtilityFees@fcgov.com or
970-416-4252) with questions regarding the Water Need Form.
- Irrigation service(s), including curb stop and meter location, shown on the
Utility and Site Plans. Irrigation service location(s) must match information on the PIP.
On Oct. 5, 2021 Council adopted changes to Fort Collins Utilities Water Supply
Requirements and Plant Investment Fees. In general developments that use
more water may pay more and developments that use less water may pay less.

03/23/2022: FOR INITIAL FDP SUBMITTAL:
The water service and meter for this project site will need to be sized based on
the AWWA M22 manual design procedure. A sizing justification letter that
includes demand calculations for maximum flows and estimated continuous
flows will need to be provided as a part of the final submittal package for this project.
As well, an engineered estimate for the annual water use on the domestic
service will be required to determine the Water Supply Requirement (WSR) for the building.

meeting all clearance requirements from existing and propose utilities.

06/27/2022: Updated to For Final: Thank you for showing the transformer 2 feet
behind the walk. Still have concerns with the 4 feet of distance from the building
to the transformer. This distance is okay IF everything is non-combustible material behind the
transformer and 3 feet to the sides. From the Arch drawings it looks like a window
is proposed in this location. Please verify that the transformer clearance requirements are being met.
This could mean having to relocate the window or transformer. Thank you.

06/09/2022: For Hearing Updated: Please refer to notes on Light & Power redline.
03/17/2022: For Hearing: Transformer location must be located within 10 feet
of an all weather surface accessible by a line truck. Light & Power would prefer
the transformer outside of the secure area. If this is not possible, a knox box will
be required to access the transformer 24/7.

03/17/2022: For Hearing: A Customer Information Form (C-1 form) and a
One-line diagram will need to be submitted to Light & Power Engineering for all
proposed commercial buildings. If a One-line is not available at this stage it can

need to be relocated to provide more space between the transformer and the
gear. Drawing shows 4 feet of clearance from the building to the transformer but
doesn't indicate how far the gear will protrude from the building.

The City of Fort Collins has reached the maximum percentage of Honey locust
trees in its urban forest. Please use a different species to replace the 4 honey
locusts proposed such as Hackberry, Kentucky Coffeetree, chinkapin oak,
shumard oak, or accolade elm.
Ripley Response: All Honey Locust species proposed have been replaced with the recommended species above.

Per conversations with Light and Power, there is a transformer proposed close
to existing tree number 37—a 10 inch crabapple. If the trenching from this tree
cannot stay out if the critical root zone, what are the options for shifting the transformer?
Northern Engineering: Unfortunately, we don’t have much space to adjust transformer. The private drive has to be demo’d and
replaced, would there be an issue with running the electric in the road to avoid the adjacent tree? Line has been adjusted in Utility
Plans.

Fire lanes shall be designed as a flat, hard, all-weather driving surface capable

FIRE LANE SIGNS
The limits of the fire lane shall be fully defined. Fire lane sign locations should be
indicated on future plan sets. Refer to LCUASS detail #1418 & #1419 for sign
type, placement, and spacing. Appropriate directional arrows required on all
signs. Posting of additional fire lane signage may be determined at time of fire
inspection. Code language provided below.
- IFC D103.6: Where required by the fire code official, fire apparatus access
roads shall be marked with permanent NO PARKING - FIRE LANE signs
complying with Figure D103.6. Signs shall have a minimum dimension of 12
inches wide by 18 inches high and have red letters on a white reflective
background. Signs shall be posted on one or both sides of the fire apparatus
road as required by Section D103.6.1 or D103.6.2.

ADDRESSING ON MULTIPLE SIDES OF BUILDING
- IFC 505.1.7: Buildings, either individually or part of a multi- building complex,
that have emergency access lanes on sides other than on the addressed street
side, shall have the address numbers and street name posted on each side that
fronts a fire lane.

FIRE DEPARTMENT HOSE CONNECTION
- IFC 912.2: Fire Department Connections shall be installed in accordance with
NFPA standards. Fire department connections shall be located on the street
side of buildings, fully visible and recognizable from the street or nearest point
of fire department vehicle access. A clear working space of 36 inches in width,
depth and 78 inches in height is required. The location of the FDC will be
reviewed at construction and the sprinkler system permit.

INFORMATIONAL ITEMS:
· Commercial occupancies must provide 10ft setback from property line and 20
feet between other buildings or provide fire rated walls and openings per
chapter 6 and 7 of the IBC.
· City of Fort Collins amendments to the 2018 IBC require a full NFPA-13
sprinkler system per IBC chapter 9 or when building exceeds 5000 sq.ft. (or
meet fire containment requirements).
· Prescriptive energy compliance with increased insulation values is required for
buildings using electric heat.
· A City licensed commercial general contractor is required to construct any new commercial structure.
Building Permit Pre-Submittal Meeting:
Please schedule a pre-submittal meeting with Building Services for this project.
Pre-Submittal meetings assist the designer/builder by assuring, early on in the
design, that the new projects are on track to complying with all of the adopted
City codes and Standards listed below. The proposed project should be in the
early to mid-design stage for this meeting to be effective. Applicants of new
projects should email rhovland@fcgov.com to schedule a pre-submittal
meeting. Applicants should be prepared to present site plans, floor plans, and
elevations and be able to discuss code issues of occupancy, square footage,
type of construction, and energy compliance method being proposed.

code and a passing building air-tightness (blower door) test is required.
Buildings with overhead doors may find it difficult to pass the blower door test,
so OH door sealing details should be included in the design.

irrigation plans must comply with the provisions outlined in Section 3.2.1(J) of
