Box 580 Fort Collins, CO 80522 Dear Ted; Attached are five sets of prints of the Arapahoe Farm Townhomes PUD, Preliminary Site and Landscape Plans, reflecting revisions made in response to Staff Comments. Additional information regarding responses to specific comments follows: 1 . - 4. We will coordinate easements and timing of utility installations with the affected utilities as requested. 5. We do not believe it is the responsibility of the developer of the Arapahoe Farm Townhomes to vacate and physically remove an off-site portion of Hilburn Drive, for a number of reasons: - When I first discussed this question with Kerrie Ashbeck, she indicated that the existing condition at Hilburn was the result of a mistake on the City's part. - In the past, City Staff has indicated that after city streets have been installed and accepted for maintenance, modifications to those street improvements requested by the City are the responsibility of the City. - There are a number of other locations in Fort Collins where similar conditions exist. I am not aware of any other examples where the adjacent developer has been required to vacate and remove the unneeded street. - The street improvements in question were approved prior to the preparation of the current ODP affecting the subject property. The fact that the ODP indicates this as a potential secondary access should not place any additional burden on this developer. 6. - 7. The applicant would suggest that-along this property's frontage - curb, gutter, walk, and one travel lane for the permanent Harmony Road alignment be installed with the Arapahoe Farm Townhomes. The travel lane would function as a "free right" and complete this developer's obligation for Harmony Road. 14. The 8.4% in question was based on half the percentage of "active open space" included in the plan. This number has increased slightly with the revised plan. 16. Details of typical foundation plantings will be included with final PUD plans. 17. Masonry walls and additional berming have been added along Harmony Road. 19. Buildings G and J have been reduced in scale to become five unit buildings; a greater setback from Regency Park has been achieved; and additional berming and planting has been incorporated into the buffer area. 20. The attached exhibit illustrates the 3:00 p.m. December 21st shadows cast by buildings G and J. Color renderings, 81/2 x 11 reductions, and ten sets of prints will be provided by December 6th as requested. Thank you for your efforts in the review of this plan.
