Dear Eldon:
Staff has reviewed the request for Final P.U.D. for the Gates and
overlook at Woodridge, and offers the following comments:
The Gates at Woodridge:
1. The intersection of Overlook Drive and Silver Gate Road should
align at 90 degrees.
2 . A . sight distance easement will be required on the southwest
leg (inside curve) of the Overlook/Bluegate Court
intersection. This would affect the rear yard area of Lot 10 .
Landscaping within this sight distance easement should be
restricted to low growing materials. Also, typical rear yard
fencing for Lot 10 may have to be restricted if such fencing
would encroach into the sight distance easement. Such
restrictions should be duly noted on both the P.U.D. and plat
so the homeowner is alerted to the situation.
3 . An emergency, off-site turn-around must be constructed at the
terminus of Silvergate Road in order to serve Lot 3 with a
building permit. This turn-around must meet the
specifications of the Poudre Fire Authority for surface
treatment.
4 . Please add handicap ramps opposite the tee intersection, and
the cul-de-sacs.
5. The financial guarantee to construct Harmony Road must be
discussed and resolved with these two filings. The resolution
will be part of the Development Agreement.
6. Staff is concerned about the rear yard fencing along the
future drainage tract. As with Lots 1 - 8 of the First
Filing, Lots 1, 2 , and 3 will back onto the drainage channel
and future path. In other subdivisions throughout the City,
the traditional six foot high, solid wood fence seems to .
encourage an "out of sight, out of mind" syndrome that gives

homeowners a level of comfort to use the tract to dump lawn
and garden debris. One suggestion that has been applied to
similar situations is to allow a four foot solid fence, with
the top two feet being an open weave design. This two foot
"window" would hopefully inspire a degree of ownership and
deter the homeowner from dumping debris into the channel area.
It is suggested that this issue be fully explored for
possible solutions.
7. The landscaping in Tract A is directly over the proposed storm
sewer, and, therefore, should be relocated. (What will
trigger the landscape improvements to the entire channel?)
8 . U.S. West will require a utility easement through the south
end of the landscaped area west of Lot 16.
9 . The consulting engineer has been notified that the Stormwater
Utility is still pursuing the study of downstream facilities
and the potential for a regional detention pond on the
Woodridge site. Initial results will be ready in
approximately two weeks. As you are aware, any regional
benefits to the overall drainage basin are eligible for
financial reimbursement by the City to the developer.
10. The vicinity map should reference the two schools and
Westfield Park.
The Overlook at Woodridge:
11. The old emergency access easement should be vacated by the new
plat, and the new emergency access easement should, in turn,.
be dedicated by the new plat.
12. Handicap ramps should be indicated opposite cul-de-sacs.
13 . U.S. West will require a utility easement along the common
property line between Lots 16 and 17. •
14. The existing fire hydrant at Lot 16 must be maintained in the
area of Overlook and Vista Drives.
15. Vista Drive should be extended to the end of Lot 7 , and then
barricaded. •
16. The vicinity map should reference the two schools and
Westfield Park.
This concludes Staff comments at this time. The following is the
schedule for the March 23 , 1992 Planning and Zoning Board hearing:
Plan revisions are due Wednesday, March 4 , 1992 .
P.M.T. ' s, 10 prints, colored renderings are due March 16th.
Final documents are due Thursday, March 19, 1992 .
