RE: Cobblestone Corners
Dear Ted,
In reference to our discussions on the solar access requirement for
cobblestone Corners and I am generally encouraged by the City's
desire to encourage use of solar and other energy conservation
methods. I am somewhat disappointed with the solar access
ordinance that it is more prescriptive than performance. The other
disappointing item is that I see very little done by builders,
developers' and buyers to promote energy conservation in any form.
The City's encouragement of higher density in conjunction with the
high cost of land is creating small lot developments. The mandated
65% solar access will create unimaginative and bland subdivisions.
At Cobblestone Corners our goal is to maximize land utilization of
an awkward piece of ground. We have looked at several alternatives
with more south facing lots and found the character was lacking
diversity. The initial energy conservation concept of this project
is to use a number of options. 1. Attached housing to reduce
exposed surfaces. 2. Improve energy efficiency of building
envelopes as well as systems. 3. Take advantage of solar,
orientation. The ordinance unfortunately does not allow credit for
more than paired units. As you are aware, the two southern four
unit structures have excellent solar exposure as major living
spaces are on the south. In addition, the two four unit buildings
on the north side of the site face south.

In closing, I feel that it is the City's best interest to look at
projects that have taken the approach to optimizing energy
conservation in lieu of a tunnel vision goal of number of BTU's or
percentage of solar exposure and look at the project on the basis
of the overall potential for energy consumption reduction. We have
tried to provide a variety of exposures within the building types
for active and passive solar. We will upgrade the units for energy
performance and finally, we are. looking toward to higher density to
reduce the cost of development, providing services to the
development and to locating a larger number of people closer to
existing urban development. We, therefore, request an exemption to
the 65% requireme.t for solar on this particular project.
