Dear Eldon:
Staff has reviewed the request for Woodridge Preliminary P.U.D. and offers the following
comments:
1. As you are aware, the Fort Coffins-Loveland Water District has an existing 8" water line
running north/south through the development. It is imperative the District have adequate and
unimpaired access for repair and maintenance of this.facility, especially in emergency situations.
The District reserves the right to review and approve storm drainage ditch design where it
crosses the existing 8" water line. The landscape plan shows trees planted over the water line.
The District requests that no trees be located within 10 feet of this line. Finally, the line may
need to be relocated or lowered depending on the design layout of each filing.
2. Public Service Company will require 15 foot wide easements along Harmony Road.
Tracts should be dedicated as "utility easements". Eight foot wide utility easements are required
on both sides of internal streets. Landscaping must be kept four feet from gas mains and placed
after gas main installation.
3. At the time the present Harmony Road right-of-way is vacated, U.S. West will require
an access easement for vehicular access to utility vaults located in a private easement along the
north side of the present Harmony Road right-of-way.
4. • The Light and Power Department will need to install a major duct bank along old
Harmony Road west towards Taft Hill Road, then north on Taft Hill. There may be a possible
conflict with 36 inch diameter RCP at Harmony and Seneca.
5. The obligation for improving the frontage of Taft Hill Road along the old landfill site
must be established. Since there are no lots in this area, and the developer does not own the
landfill site, there may be a gap in the improvements.

6. Check the sight distance at intersections on insides of curves. These include
Cedargate/Brixton, Greengate/Brixton, Applegate/Brixton, Glenview/Silvergate, and others.
Sight distance easements will likely be needed on some lots at the time of platting.
7. Future final plats should not include Harmony Road in the legal description since it was
dedicated by separate document. Reference the recording number and include any right-of-way
needed for curb return radii, but do not include Harmony right-of-way. The City does not want
double dedication on Harmony nor do we want any discrepancy in the dedicated right-of-way:
(Note: preliminary plat is done correctly, but the plats for Gates at Woodridge and Overlook at
Woodridge included Harmony Road.
8. Please label the right-of-way widths on the plat.
9. Landscaping and vegetation on the inside of the curves on Harmony must be compatible
with sight distance requirements. This is especially true for evergreen plantings.
10. The eastern most median in Harmony Road goes beyond the City standard requirements
for installing medians at arterial/collector intersections. Also, the median adjacent to the future
business services area extends beyond the area needed for controlling turn movements and should
be reduced in length. Consequently, these medians are not standard design and are
recommended to be revised.
11. Please indicate handicap access ramps opposite the tee intersections.
12. Tracts between lots shown on the site plan should match the drainage and grading plan.
13. It is not clear from the documents who will be constructing the pedestrian trail. Note
number two mentions the "pedestrian underpass" but is silent on the length of the path.
14. Fire hydrants must be indicated on the utility plans at the standard 800 foot spacing.
15. Please indicate that the future extension of Harmony Road will align with the present
location of County Road. 38E.

16. Please add narrative text to further explain the thick blue lines that indicate pedestrian
paths. These paths and the three connections to the east are important and should be explained
by more than graphic representation.
17. Please label the three local streets to the north, Goodell, Lynda, and Royal.
18. Are there any plans to install a path along the north property line over the 60 inch
diameter water line? What is the status of this easement in terms of treatment, maintenance, and
potential improvements? The direct, off-street access to the park and elementary school is very
attractive.
19. Staff is concerned about the use of a landscaped "mini-median" at the Taft Hill/Brixton
intersection. It is recognized that this is an important element to slow down speeds and to
discourage Taft Canyon residents from using Brixton as a de-facto collector street. However,
other solutions may be available. This intersection should be discussed in further detail.
This concludes Staff comments at this time. Please note the following deadlines for the January,
1992, Planning and Zoning Board hearing:
Plan revisions are due Jan. 8, 1992 (three sets).
P.M.T.'s, 10 prints, colored renderings are due Jan. 20, 1992.
Final revised preliminary plans are due Jan. 23, 1992.
