The following are reasons that the Parks Division of CLRS objects to
the proposed medians and streetscapes along Harmony Road in the Woodridge
Subdivision.

The objections to the proposed medians and streescapes are as follows:
1. The planting plan indicates a high water need turf and landscaping.
With the City facing water charges this is a very undesirable approach.
2. There are no medians in an arterial that are maintained currently by
an HOA. What are the liability risks involved if the HOA maintains
these?
3. Will an HOA be viable enough to continue the level of maintenance required
to maintain these as they are developed?
4. When the HOA is no longer viable the. City would be responsible for maint-
enance and would severly burden the medians and streetscape program already
under funded.
5. The City would require at this point that a perpetual care fund be setup
to provide for $.10/square foot/year maintenance plus water costs in order
for CLRS to remove its objections. Maintenance funding is not automatic for
City work and with the past experiences of median and streetscape con-
struction and with the two year establishment they deteriorate rapidly due
to necesitated neglect.
We recommend that the medians be denied and that the level of development in
the streetscape be curtailed. An attractive streetscape can be provided without
this level of excess.
