HomeMy WebLinkAboutPEDERSEN TOYOTA EXPANSION - FDP - FDP180007 - SUBMITTAL DOCUMENTS - ROUND 1 - PROJECT NARRATIVE February 21, 2018 Mr. Noah Beals City of Fort Collins b h PO Box 580 Fort Collins, CO 80522-0580 RE: Pedersen Toyota Expansion—Final Plan Submittal Dear Noah, We are pleased to submit the Final Development Plan documents for the Pedersen Toyota Expansion.The Project Development Plan for Pedersen Toyota was approved by the City of Fort Collins on September 11,2014 by the Planning and Zoning Board.After the approval, the project was delayed for quite some time based on coordination of construction budgets,costs and details,and with the process of reviews required through Toyota manufacturing. But within the past several months we have been working diligently with Toyota to complete the final plan design. In August 2017,we were granted an extension for our PDP approval which allowed us until March 8, 2018 to submit our Final Plans. Our last submittal was the Round 2 PDP submittal,which included redlines and our response to comments at that time. We have not resubmitted since that time and since our hearing, so we do not have anyredlines nor response to comments to include with today's p Y submittal. Although much time has passed since the PDP approval, the design and scope of the Final Plan has not changed significantly from the approved PDP plans.The primary changes from the PDP have been made to support the operations of the dealership and its growth,and include the following: - The parking structure is still anticipated to be constructed in two phases. The initial phase will include two stories,with service and detailing uses along with inventory parking on the ground floor, and inventory parking on the second level. Future vertical expansion of the parking structure will add a third and fourth level of inventory parking. - Internal site access to/from the parking structure has been adjusted to accommodate the uses within the first floor. o On the north/east side of the structure, service doors provide direct access from the enclosed service customer drive and check-in to the service bays within the parking garage structure. Page 1 of 2 landscape architecture I planning I urban design o Access at the north/west end of the structure has been modified to provide access into a car wash and detail area with windows making these activities visible from the street. b h • o Access from the south/east side of the structure has been added to allow for the flow of cars from the service bays and detail area to the customer waiting areas. - Along the east side of the site,the College Avenue sidewalk will be reconstructed to be 10' wide, and a 15' landscape buffer has been provided for greater than 50%of the parking frontage, so no alternative compliance is requested. - In addition to the service customer waiting area inside the building, an outdoor covered pedestrian plaza has been designed along Kensington Drive to offer a covered outdoor seating area for service customers and staff. Potential retail uses have been replaced with the car detailing and wash area,this outdoor pedestrian courtyard, and display windows supporting the dealership. - The future building expansion north of the current building is no longer anticipated.
