FOR HEARING:
All "FOR HEARING" comments need to be addressed and resolved prior to
moving forward with scheduling the hearing for this project.
Comment Number: 7 Comment Originated: 06/29/2021
LUC 2.211 Lapse, Rounds of Review: Applicants, within one hundred eighty
(180) days of receipt of written comments and notice to respond from the City
on any submittal (or subsequent revision to a submittal) of an application for
approval of a development plan, shall file such additional or revised submittal

11/08/2022:
UNRESOLVED - FOR HEARING: The future expansion will not be allowed to
add seats unless additional parking can be provided at that time or some sort
of shared parking agreement with an adjacent site can be provided. As it
currently stands, staff will be applying a condition to the project that the building
expansion will be subject to (at minimum) a Minor Amendment that will
demonstrate compliance with parking requirements to meet the demand of the
increase in seats.
05/24/2022:
UPDATED - FOR HEARING: what is the ultimate number of seats going to be?
Does the property owner know? If not, the future expansion will not be allowed to
add seats unless additional parking can be provided at that time or some sort
of shared parking agreement with an adjacent site can be provided. Please
provide staff with details on how this will be addressed prior to hearing.
This parking calculation has been based off the originally proposed building, but
what is the ultimate number of seats going to be? Does the property owner
know? If not, the future expansion will not be allowed to add seats unless
additional parking can be provided at that time or some sort of shared parking
agreement with an adjacent site can be provided. Please provide staff with
details on how this will be addressed prior to hearing.
08/10/2020:
INFORMATION ONLY: The proposed use is required to provide 1 parking
space per 4 seats (180/4=45) for a minimum requirement of 45 parking
spaces. A minimum of 2 handicap parking spaces shall be provided.
Comment Number: 5 Comment Originated: 11/08/2022
11/08/2022:
UPDATED - FOR HEARING: Please add the building height and other
dimensions to the elevation pages of the plan set.
05/24/2022:
UPDATED - FOR HEARING:
With the ultimate building footprint now exceeding 10,000sf, the standard below
comes back into effect. Increased variation in the building footprint is needed
prior to going to hearing. Variation in Massing. A single, large, dominant
building mass shall be avoided in new buildings and, to the extent reasonably
feasible, in development projects involving changes to the mass of existing
buildings. Additional requirements related to massing can be found in LUC
3.5.3 which specifies that horizontal masses shall not exceed a height:width
ratio of 1:3 without substantial variation in massing that includes a change in
height and a projecting or recessed elements. Additionally, changes in mass
must be related to entrances, the integral structure and/or the organization of
interior spaces and activities and not merely for cosmetic effect.
08/10/2020:
FOR HEARING: In the LMN Zone the following shall apply: "(e) Building
Massing. No building permitted by this Section shall have a single
undifferentiated mass with a footprint over ten thousand (10,000) square feet.
For any building with a footprint in excess of ten thousand (10,000) square feet,
walls that are greater than seventy-five (75) feet in length shall incorporate
recesses or projections created by wall plane returns of at least thirty (30) feet;
any such building shall be differentiated into multiple sections of mass in order
to achieve proportions that are compatible in scale with adjacent residential
neighborhoods."

11/03/2022: FOR FINAL PLAN - UPDATE:
Applicant prefers the plat to also be included in the Utility Plans. That is fine.
Could you append the plat to the end of the plat set to avoid confusion with
numbering for the purposes of record keeping? The existing conditions should
also be a part of the Utility Plans. Please include that sheet in the overall numbering.
05/23/2022: FOR FINAL PLAN:
The plat is a separate document from the utility plans. Please remove the plat
from the utility plans.
Comment Number: 13 Comment Originated: 05/23/2022
11/03/2022: FOR FINAL PLAN:
Not all easements have been labeled in the Master Utility Plans. The emergency
access easement and the private OHE easement are not labeled. Double
check to make sure all easements are called out in there.
05/23/2022: FOR FINAL PLAN:
Please label and dimension all easements in the utility plans and plan and
profile drawings. Differentiate between existing and proposed. See redlines.

05/23/2022: FOR FINAL PLAN:
Please address any additional redlines not included in these comments.

11/03/2022: FOR HEARING:
We appreciate you working with Stormwater on the offsite drainage. I am still
seeing offsite drainage as part of this plan. Have these easements been
secured or recorded? Before hearing, we at least need a signed letter of intent
with the affected property owner. This is the final item needed from this
department before we are ready for hearing.
05/23/2022: FOR HEARING:
Regarding the offsite drainage outlet, the plat and utility plans do not show any
existing drainage easement. Please procure a private easement from the
adjacent property owner to support your proposed offsite drainage.
Comment Number: 18 Comment Originated: 11/04/2022
11/04/2022: FOR FINAL PLAN:
I think the grass hatching could be utilized to illustrate the extents of the drainage
easement in the utility plans. The grass hatching is not necessary for the whole
site, since it is already represented in the landscape plans. The same can be
said for the shrubs. The trees on the other hand should stay, so their proximity to
utilities can be taken into account. This is an aesthetic choice and not a
requirement, but I think this would make the utility plans a lot more clear.

11/04/2022: FOR FINAL PLAN:
The utility plans seem to be a scanned copy. For future submittals, please send
the original digital file. This will greatly reduce the size and provide a better
resolution for record keeping.

11/01/2022: FOR FINAL PLAN:
There is still one signature block that needs to be removed from the General
Notes sheet of the utility plan. This should be removed for Final Plan. Thank you
for removing the City signature block from all other sheets except the cover sheet.
05/23/2022: FOR FINAL PLAN:
Thank you for updating the signature block. The signature block should only
appear on the cover sheet of the utility plans. Please remove it from all other sheets.
06/24/2021: FOR FINAL PLAN:
The applicant must place the City of Fort Collins updated utility signature block
on the cover sheet of the Civil Construction Plans. The signature block can be found at

The offsite outfall drains to a sump where up to 5 feet of standing water could
pond. The outfall design must meet the State's requirements for drain times.
08/10/2020: The proposed outfall has to be proven no negative impacts will
occur to downstream properties. The outfall needs to be investigated down to a
public drainage facility to determine if the outfall is adequate.
