This parking calculation has been based off the originally proposed building, but what is the ultimate number of seats going to be? Does the property owner know? If not, the future expansion will not be allowed to add seats unless additional parking can be provided at that time or some sort of shared parking agreement with an adjacent site can be provided. Comment Number: 5 Comment Originated: 05/24/2022 05/24/2022: UPDATED - FOR HEARING: THE BUILDING & ELEVATIONS DESIGN HAVE BEEN MODIFIED WITH UPDATED RENDERINGS, MATERIALS, COLOR LEGEND PROVIDED. With the ultimate building footprint now exceeding 10,000sf, the standard below comes back into effect. Increased variation in the building footprint is needed prior to going to hearing. Variation in Massing. A single, large, dominant building mass shall be avoided in new buildings and, to the extent reasonably feasible, in development projects involving changes to the mass of existing buildings. Additional requirements related to massing can be found in LUC 3.5.3 which specifies that horizontal masses shall not exceed a height:width ratio of 1:3 without substantial variation in massing that includes a change in height and a projecting or recessed elements. Additionally, changes in mass must be related to entrances, the integral structure and/or the organization of interior spaces and activities and not merely for cosmetic effect. 08/10/2020: FOR HEARING: In the LMN Zone the following shall apply: "(e) Building Massing. No building permitted by this Section shall have a single undifferentiated mass with a footprint over ten thousand (10,000) square feet. For any building with a footprint in excess of ten thousand (10,000) square feet, walls that are greater than seventy-five (75) feet in length shall incorporate recesses or projections created by wall plane returns of at least thirty (30) feet; any such building shall be differentiated into multiple sections of mass in order to achieve proportions that are compatible in scale with adjacent residential neighborhoods." UNRESOLVED: Please provide a materials legend and color palette with the next submittal that better illustrates the materials being proposed, the colors, etc. of the structure. 08/10/2020: FOR HEARING: Per LUC Sec. 3.5.3(E) Character and Image: “(1) Building design shall contribute to the uniqueness of a zone district, and/or the Fort Collins community with predominant materials, elements, features, color range and activity areas tailored specifically to the site and its context… A standardized prototype design shall be modified as necessary to comply with the requirements of this subsection.” The existing design needs additional refinement to ensure that it meets the minimum standards if this subsection. Specifically, the treatment of the façade, entrances, awnings, and the base and top treatments are all lacking in architectural interest. Additionally, a materials legend and/or palette should be provided with the next submittal that better illustrates the materials being proposed, the colors, etc. of the structure.
