HomeMy WebLinkAboutI-25 & MULBERRY - OVERALL DEVELOPMENT PLAN - ODP220002 - SUBMITTAL DOCUMENTS - ROUND 1 - PROJECT NARRATIVEI-25 & MULBERRY OVERALL DEVELOPMENT PLAN PLANNING NARRATIVE The I-25 and Mulberry property is generally located at the northeast corner of I-25 and Mulberry Street. The property is currently vacant and is historically used for agricultural farming activities. The Applicant is requesting annexation and zoning for commercial, retail, and industrial uses consistent with the intent of the City’s Structure Plan and the I-25 Subarea Plan. The Subject property is approximately 46.92 acres in size, is located within the City’s Growth Management Area (GMA), is more than 1/6th contiguous to the City’s Municipal Boundary, and therefore should be annexed and zoned to the City of Fort Collins prior to its development. The proposal is to annex and zone the property to the City along with an Overall Development Plan (ODP) that is intended to guide the future site-specific development of the property. The ODP depicts the proposed realignment of the I-25 NE Frontage Road. Parcel PA 1 and PA 3 are located east of the proposed Realigned Frontage Road and is proposed to be Zoned CS-Service Commercial with a Net Developable Area of approximately 33.5 acres. Parcel PA 2 is located west of the Realigned Frontage Road, is proposed to be Zoned CS-Service Commercial with a Net Developable Area of approximately 9.9 acres. Primary access to the subject property will be provided with the construction of the realigned I- 25 NE Frontage Road, which when completed will be extended from the intersection of Mulberry Street located just south of the subject property and will extent north to the existing I-25 NE Frontage Road located at the Northwest corner of the property. The realigned I-25 Frontage Road will provide access to each of the proposed planning areas and will extend east to the Cloverleaf Residential Community at Cloverleaf Way and Spruce Lane. The Mulberry Frontage Metropolitan District (“MFMD”) will complete the I-25 East Frontage Road realignment from the south boundary of the subject property to the intersection of Mulberry Street once the required ROW has been acquired from the adjacent property owner to the south. This ROW acquisition will be required prior to the Frontage Road realignment and CDOT’s abandonment of the existing 1-25 NE Frontage Road. The ODP illustrates a 30’ wide Landscape Buffer along the eastern boundary which will provide visual and acoustical screening to the adjacent Cloverleaf Residential Community. Additionally an 80’ Landscape Buffer will be provided along the western boundary of the property adjacent to the north bound lanes of I-25 and along the southwest property boundary, a 30’ Landscape buffer is proposed. The Applicant/Owner believe that the development of the property will provide a significant economic benefit to the City of Fort Collins and greatly improving the overall safety and traffic operations of the I-25 Frontage Road and the Mulberry Street Intersection.
