Staff has reviewed the request for Arapahoe Farms, First Filing,
Preliminary P.U.D. and subdivision plat, and offers the following
comments:
1. The plat should include the square footage of each lot and
tract, and the front dimension of all curves along roadways.
Also, utility easements should be indicated. An eight foot
wide utility easement should be shown on both sides of local
streets, and 15 foot easement should be shown on both sides of
Harmony Road. At the time of final, plat sheets should be on
24 x 36 sheets.
2. There is an existing eight inch diameter gas main in Harmony
Road. If and when the old Harmony Road is vacated, an
easement will be required for this existing main.
3. Street trees should be kept four feet away from gas mains.
4. The barricade at the end of Irongate needs to be coordinated
with the Poudre Fire Authority. It should be a Type. III
barricade yet still allow emergency access by fire equipment.
5. Fire hydrants should be placed outside the temporary turn-
arounds. Also, a hydrant should be placed on the west corner
of new Harmony and Irongate.
6. The preliminary design of Harmony Road offsite to the east
should be completed by final and aligned with the Harmony Road
design approved for Regency Park.
7. The construction of the new Harmony Road should be extended to
the north along Lots 51 through 55. These improvements
include sidewalk, curb, and gutter. Normally, building
permits cannot be issued unless all road construction is
completed adjacent to all lots.

8. Lots 22 and 23 front on a collector street. It appears that
these lots may become undesirable due to their isolation and
facing a collector street with heavier traffic. Also these do
not appear to have any extra depth to compensate for fronting
a collector. These lots will have side lot lines that will
border rear yard lots and probably privacy fences. It is
suggested that these lots be eliminated and Lots 1, 15, 16,
21, 24, and 29 be lengthened to provide larger rear yard
areas.
9. It is strongly suggested that buffering start to occur along
the rear of Lots 30 through 38 in order to screen the future
convenience center. Since the convenience store will not
likely develop for several years, there is an opportunity to
gain several years of maturity with plant material. Berms,
evergreens, in combination with attractive fencing, could
provide sufficient buffering of any future convenience center.
10. The General Notes should address the fencing guidelines,
covenants, or restrictions along Harmony Road. Perhaps a
.fencing schematic could be included on the preliminary P.U.D.
11. The General Notes should indicate that the zoning on the
property is R-L-P, Low Density Planned Residential.
12. The vicinity map should be extended to south, and should.
indicate the first filing location.
13. The P.U.D. should indicate adjacent zoning and land uses
within 150 feet of the project.
14. Staff is concerned about Lots 29 and 55. These lots are three
sided and it may be difficult to fence without impacting sight
distances. Problems have occurred in recently approved
subdivisions with homeowners wanting to fence three sided lots
with six foot privacy fences and blocking vehicular and
pedestrian sight distances. It is suggested that sight
distances be calculated and fence location be firmly
established in advance so that homeowners are aware of the
restrictions. It is our experience that these lots cannot be
typically fenced without causing sight distance problems.
15. The City is considering re-evaluating the collector street
standard to allow detached sidewalks with an 8 to 10 foot wide
parkway strip for street trees. Detached sidewalks on
collectors create a safer and more pleasing environment along
streets that may have higher speeds and more traffic. You are
strongly encouraged to consider this treatment. The parkway
strip will also contain buried electrical cable approximately
three feet behind the curb. A schematic is attached.
16. Staff applauds the planting of trees along Harmony Road. This
will create an attractive entry and streetscape over the long
term. Is it also the intention to provide some form of noise
buffering along this arterial? If noise buffering is
intended, then berms would also be appropriate to create.
sufficient mass to block the noise of a typical arterial
street.
17. Will there be any entry signage? If so, please indicate the
location.
18. Will there be any treatment of the open space just west of
Webber Junior High? Is this a detention pond or just a
backflow area? Will this area be seeded with a dryland grass
mix? The P.U.D. should indicate the intended treatment of
this area.
This concludes staff comments at this time. In order to remain on
schedule for the May 20th please note the following deadlines:
Plan revisions are due May 1, 1991.
P.M.T.'s, 10 prints, and colored renderings are due May 13, 1991.
The P & Z worksession is May 17, 1991.
