Enclosed are five prints indicating revisions to the
Arapahoe/Mountainridge Farm Master Plan. Although most of the
Staff comments did not deal with the requested amendments to the
Master Plan, a number of changes have been made. Specific
responses include:
1. Land use notes have been revised to be consistent with the
LDGS.
2. The requested note has been added, as has a reference to the
anticipated cost sharing related to the construction of
Harmony. (See also attached memo from December 6, 1990.)
3. The note regarding future extensions of platted streets from
adjacent subdivisions has been changed regarding Westfield
Drive.
4. No amendment to the wetlands, wooded area, or land use
"bubbles" in Mountain Ridge Farm (area 2) is requested.
5. There are no current plans for active use or further
improvement of Parcel "1--E
6. A narrative describing the revised densities and land uses on
Arapahoe Farm is attached.
7. The long term disposition of the proposed trail is not yet
determined. The developer has indicated his willingness to
construct and maintain a 6" asphalt pathway and adjacent
landscaped area, if the City will cover the costs of the
pedestrian underpass and any further upgrades to the trail
needed to fit Parks and Recreation criteria.
8. The illustration of Harmony Road has been changes as
requested.
9. Utility easements as requested will be provided with final
plats.

Reductions, color renderings, and 10 prints will be submitted
by April 15, 1991; and the signed final documents will be
submitted by April 18, 1991.

MASTER PLAN AMENDMENT
When the Arapahoe/Mountain Ridge Master Plan was approved in
1987, a number of factors contributed to the land uses and
residential densities indicated on that document.
A key factor was that a large portion of the site was under
consideration for a City of Fort Collins community park to be
primarily used as a 'Youth Sports Center'. This use would have
had a significant impact on the character and potential intensity
of the remaining developable area, and the Master Plan prepared
at that time strived to maintain the flexibility to provide more
extensive multi --family and business service development in the
vicinity of the 'Youth Sports Center', should that facility be
constructed at Arapahoe Farm.
Now, some three and one half years later, this site has been
eliminated from consideration as a 'Youth Sports Center', demand
for a variety single family housing types has remained strong in
the area (as witnessed by the replats in Regency Park), the
Harmony Road alignment has been better defined, and WoodCraft
Homes has become actively involved in the project. All of these
factors have led to the minor modifications in land use and
densities proposed on the Amended Master Plan summarized below:
-- The maximum residential dwelling units anticipated has been
decreased by over 300, to a total of 996.
— Anticipated floor area of nonresidential uses has been
decreased by 40,000 sq. ft. +.
— Areas and specific locations of land use bubbles have been
amended to reflect th.e Harmony alignment, and WoodCraft's
planned development program.

Harmony Road Realignment

At our meeting of December S, 1990, discussion included:
— The full 120' width of Harmony Road across the Arapahoe Farm
property should be dedicated with filing of the Plat for the
first phase of development.
— The City of Fort Collins will pay for half of this 120'
right—of—way.
— The City will work with the applicant's civil engineer on a
preliminary design for the future Taft Hill/Harmony
intersection as soon as possible, in order to help finalize
the Harmony alignment.
— Construction phasing of Harmony through the subject property
will be determined primarily by the traffic study submitted
with the Phase One Preliminary and/or Amended Master Plan.
The financial burden of constructing a substantial length of
major roadway in conjunction with a limited number of
building sites will also be considered.
— The City will acquire needed off —site R.O.W. prior to
construction of the affected portions of the roadway.
— Harmony will initially be constructed as an "arterial" (4
lanes plus left turn bays); and may eventually be widened to
become a "major arterial" (6 lanes plus left turn bays).
Alternative cross sections allowing this future widening
will be reviewed by City Staff and the Applicant prior to
preliminary design, and an agreed upon cross section used.
The applicant's preference is to construct the outside curbs
in their permanent locations, and "temporarily" oversize the
landscape median.

— The City will reimburse the developer for the cost of median
landscaping, but does not wish to take over maintenance of
the landscaped median until Harmony is completed through the
subject property to Taft Hill Road.
Access to the 3.5+ acre parcel west of the Harmony/Seneca
intersection may be taken from Seneca extended, (existing)
Harmony Road, and possibly from a right—in/right—out access
point on Harmony between Seneca and the proposed local
street intersection to the northwest.
