HomeMy WebLinkAboutARAPAHOE/MOUNTAINRIDGE FARM - AMENDED MASTER PLAN - 55-87A - CORRESPONDENCE - STAFF'S PROJECT COMMENTSDevelopment Services Planning Department March 19, 1991 Mr. Eldon Ward Cityscape Urban Design 3030 South College Avenue Fort Collins,'CO. 80525 Dear Eldon: Staff has reviewed the request to amend the Arapahoe Farm/Mountain Ridge Master Plan and offers the following comments: 1. Under "General Notes", the convenience center should list uses that are allowed under point chart J, Neighborhood Convenience - Shopping Center. "Automobile Service Uses" is too vague a term and should be made more specific and compatible with the L.D.G.S. Also, for clarification, "Fast Food Restaurants" should be further defined by adding "(without drive -up windows)", in order to be compatible with point chart J. 2. A note should be added to explain that the re -aligned Harmony Road will be built in phases as development occurs according to a traffic impact analysis. 3. The language describing the potential future connection to Imperial Estates via Lynda and Royal is very good. However, the. commitment to connecting Westfield Drive should be made more definitively. The connection to the park, schools, and the collector street is much more important than Lynda and Royal, and, therefore, should not be tied to the existing note. A note that states the potential connection in a more affirmative tone is recommended. 4. Please add a note explaining the commitment to preserve the existing cottonwoods and wetland area east of Westfield Park. The wetlands and trees should be located outside the land use bubbles. 5. Is it the. intention to leave. Parcel 1-E.,in an undisturbed natural state? Since this is an old landfill area, will there be any treatment of this as an open space amenity? Are there any plans for this open space to become active or will it remain in a passive state? Will this area be seeded or enhanced? 281 North College Avenue o P.O. 'It is suggested that a separate 8 1/2 x 11 document be submitted explaining the revised densities and changing land uses on.the Arapahoe Farm portion of the Master Plan. It is also suggested that these objectives be placed in the context of the entire square mile section. 7. Please note that the proposed trail will not be considered part of the Parks and Recreation system. The P & R department does not intend to build or maintain this trail. 8. The re -aligned Harmony Road should be illustrated to move north and intersect with the quarter section corner. 9. Please be aware that there is an existing 8 inch gas line in the current Harmony Road R.O.W. between Shields and Taft Hill Road. When the re -alignment occurs, and the old R.O.W. is vacated, utility easement rights must be retained to protect this 8 inch line. Also, at the time of final plat, utility easements on both sides of the public streets should be dedicated at a 15 foot width along Harmony, and an 8 foot width along local streets. 10. The Engineering Department will be making comments under separate cover based on the Master Utility Plan. For further information, please contact Kerrie Ashbeck, 221-6750, for details. This concludes staff comments at this time. Please note the following deadlines for the April 22,. 1991 Planning and Zoning Board hearing: Plan revisions are due Wednesday, April 3, 1991. P.M.T.'s, 10 prints, colored renderings are due April 15, 1991. A signed mylar is due Thursday, April 18, 1991. Planning and Zoning Board worksession is Friday, April 19, 1991.
