For your information, attached is a copy of the Staff's comments concerning
the Arapahoe Farm Amended Master Plan and First Filing P.U.D. which was
presented before the Conceptual Review Team on February 11, 1991.
The comments are offered informally by Staff to assist you in preparing the
detailed components of the project application. Modifications and additions to
these comments may be made at the time of formal review of this project.

CONCEPTUAL IIE`1IEW STAFF COMMENTS
MEETING DATE: February 11, 1991.
ITEM:.Arapahoe Farm Amended Master Plan and First Filing P.U.D.
APPLICANT: Wood Craft Homes, c/o _Cityscape Urban Design, .3030 South College
Avenue, Fort Collins, CO. 80525
LAND USE DATA:
Request to amend the Arapahoe Farm Master Plan to convert a portion of Parcel 1=F
from multi -family to single family. Also, a request for First Filing,
Preliminary P.U.D. for 51 single family lots on .16 acres. Master Plan amendment
may include a new site for a Fort Collins/Loveland Water District pump.station
located on the north property line..
COMMENTS:
1. The Light and Power Department has existing power in the area to feed the
two schools. When the new Harmony Road is constructed, electrical
facilities will be placed in the right-of-way. The First Filing can be
accommodated. without having to place facilities in the new Harmony
alignment. The City will provide street lighting along new Harmony since
it classified as a major arterial. There is adequate power in the area
for the entire project. . Before any easements are vacated along old
Harmony Road, please contact the Light and Power Department as these
easements may be needed to serve future phases.
2.. The Water and Sewer Department requests a master utility plan for the
entire quarter section. This will help plan for efficient, overall
service. Standard residential requirements would apply.
3. The Fort Collins -Loveland Water District needs to locate a pump station on
the northwest corner of the Master Plan. They would like to be as close
to the City's existing 60 inch diameter water line as possible. At
present, there is a tee connection in the 60 inch line about 60 feet east
of Taft Hill Road. The purpose of this pump station is to supply water
to customers south of old Harmony Road.
It is possible that the pump station can be mostly. underground. The
District most be able to access the station with trucks to change out
parts when necessary.. The parcel would be about 200 feet by 200 feet.
The District needs to coordinate with the landowner as well as the City on
the final location since the new Harmony/Taft Hill intersection has not
been designed yet. Final design details will be very important as this
will be a highly visible location.
4. The project is located in the McClleland-Mail Creek Drainage Basin. Any
improvements identified by the basin master plan are eligible for
reimbursement but not until 1993. The major drainage channel will be
maintained by the City but not if a "highly finished" effect (sprinklered
blue grass) is desired. Be careful that any 90 degree bends have
sufficient radii for the hydraulics.
5. A'pedestrian path along the drainage channel is desirable. An underpass
at new Harmony Road must be able to handle the 100-year flows. The
underpass would not be eligible for reimbursements from the drainage basin
fund.
6. You are encouraged to investigate the intervening restrictions between
your project and the basin detention pond east of Regency. Similarly,
there are conditions associated with the new schools that you should be
aware of.
7. It would be preferable that an overall drainage and grading plan for the
entire quarter section be performed. This study could then. be the
reference for all subsequent filings. If there are any questions
regarding the storm drainage issues, please call Susan Hayes, 221-6589,
for details.
8. The design of the median should be coordinated with the Parks and
Recreation Department. Since the City will be taking ownership, the
design should meet specifications for automatic sprinkler equipment, plant
material, and reimbursement for the irrigation water tap. The parkland
development fee is $625 per acre. This fee is subject to change and is
applied at the time of building permit issuance.
9. If a path will be alongside the drainage channel, then perhaps the path
planned over the. 60 inch waterline may be redundant. Unless a loop is
desired, the northerly path could be modified so that there are logical
connections to the ball fields, elementary school,and future City park.
Connections made through cul-de-sacs are the safest for school age
children. Please coordinate with Rita Davis, Transportation Department,
221-6608, for final locations.
10. A traffic impact analysis will be required as part of the submittal
requirements for a P.U.D.
11. Xeriscape landscaping is preferred for the median and drainage channel.
Plant material should be low maintenance and consistent throughout the
project.
12. The Poudre Fire Authority requests a temporary connection to old Harmony
Road to serve the first phase. Also, a temporary cul-de-sac is required
on the east between Lots .19 and 20. Standard hydrant spacing for
residential areas will be required.
13. On the eastern portion, Lots 6,7, and 8 front on a collector street.
These lots should be deep enough to allow a driveway that can accommodate
a three point turn or a circular drive.
14. It is preferred that the entire new Harmony Road be dedicated with Phase
One. As' of today, this should be dedicated as a major arterial street
with 120 feet of right-of-way. Please keep in mind that the ultimate
classification of new Harmony Road will. be considered within the framework
Of the Fort Collins Area Transportation Plan.. There is a possibility that.
this classification could be downgraded 'as a result of this process.
15. The ultimate classification of new Harmony would determine the location of
bike lanes.
16. The Master Plan indicates a loss of multi -fa' mily housing and mixed
densities. This change should be made official for City records. Please
submit a request for administrative change with three sets of plans for
Staff review.
1.7. Lots with side yards along Seneca should be wide enough so there is an
enjoyable backyard. area. Please consider fencing covenants so that there
is not a "canyon effect" along Seneca.
18. A neighborhood meeting will be required. Staff will set up and facilitate
a meeting. The likely location will either be. Webber or Johnson school.
