For your information, attached is a copy of the Staff's comments concerning
Arapahoe/Mountain Range Farm Master Plan, which was presented before the
Conceptual Review Team on August 3, 1987.
The comments are offered informally by Staff to assist you in preparing the
detailed components of the project application. Modifications and
additions to these comments may be made at the time of formal review of
this project.

REVIEW STAFF COMMENTS
ITEM: Arapahoe/Mountairl Ridge Farm Master Plan
APPLICANT: Mr. Eldon Ward, Cityscape Urban Design and Mrs. Roberta S.
Martin, G. T. Land Colorado Inc.
LAND USE DATA: 423 acres in the section of land bounded by Harmony Road,
Taft Hill Road, Horsetooth Road, and Shields Street.
1. The Harmony Road realignment looks appropriate at this stage. Keep in
mind that the City is considering the realignment of Overland Trail in
order to intersect with Harmony Road. This intersection would form an
important component in the "beltway" concept.
2. Significant discusssions would be needed to address compensation for
the additional right-of-way for Harmony Road.
3. Light and Power presently serves up to Belair/Regency along Harmony
Road. There is temporary power for the school site. Power would have to
be extended as the land develops. It is the preference of the Light and
Power Utility that development proceed sequentially without "leapfrogging"
beyond the scope of services and causing long extensions.
4. A 15 inch sanitary sewer line beginning at Shields and running west
would work best if. extended through the open area. This area is naturally
low and would facilitate gravity flows.
5. A 60 inch water line is planned to run through this section just south
of Imperial Estates. It would likely run from Taft Hill Road east to the
school site and possibly to the Troutman Alignment. It is the preference
of the City that the easement contain a bikepath wherever possible.
The City will look at using the proposed Harmony alignment .for this 60 inch
line but will not commit to it.
6. The City may also need a pump station in the vicinity of parcel 1A.
This pump station would require about 1 - 2 acres.
7. The Fort Collins - Loveland Water District has a line through the 1B
parcel. Please contact that agency during the master plan process.
8. There is currently no sewer in Seneca and it would have to be extended
through the school site.

9. Please show the two major detention facilities which serve the basin.
These ponds have already been sized.
10. The Master Drainage Plan shows the Pleasant Valley and Lake Canal to be
realigned. It would be helpful to show this on the Master Plan.
11. The Department of Natural Resources would like a letter from the County
health officials regarding the safety of the old landfill site.
12. The Parks and Rec. and Department would like to preserve the irrigation
lateral through Troutman Park.
13. It is advised that the land uses adjacent to Imperial Estates be con-
sidered carefully. Imperial Estates is a long standing County subdivision
and land uses and densities should show sensitivity to the large -lot, semi
rural lifestyle that has been established.
14. Please be more specific with the land uses. Staff realizes this may be
difficult at this stage but the designations appear too general.
15. A neighborhood meeting will be required. Please contact the Planning
Department for setting a date and location.
