HomeMy WebLinkAboutNORTH LEMAY PLAZA PUD - FINAL - 57-87A - CORRESPONDENCE - STAFF'S PROJECT COMMENTSin December 17, 1987 Mr. Ric Hattman Gefroh and Hattman, inc. 135 West Swallow Drive Fort Collins, CO. 80525 Dear Mr. Hattman: Staff has reviewed the request for final P.U.D. for the North Lemay Plaza that is scheduled for the January 25, 1988 Planning and Zoning Board. As I am sure you are aware, the City Council will hear an appeal of the prelimi- nary approval at the January 5, 1988 Council session. The following com- ments, therefore, are offered without the benefit of Council's findings on the preliminary approval. The comments are as follows: 1. A fire hydrant must be provided on either side of Conifer. 2. The species selected for the 12 offsite street trees along Conifer should be redesignated such that, starting from the west, there would be 3 Hackberry, then 6 Honey Locust, then 3 Hackberry. These species are recommended by the City Arborist for providing good shade and for resistance to disease. 3. The following note should be added to landscape notes: "A free (no charge) permit must be obtained from the City Forester before any trees or shrubs as noted on this plan are planted, pruned, or removed on the public right-of-way." 4. Please keep in mind that the City will accept the maintenance on the offsite street trees after an establishment period. This period is usually two years. Also, one of the conditions at preliminary was that these trees be sufficiently watered. The landscape plan should indi- cate whether the method of irrigation will be spray, or drip, or bub- bler. 5. The revised documents should indicate the change of signage along Lemay from a pole sign to a monument sign as per .the condition of the Plan- ning and Zoning Board. Also, this. sign should not exceed six feet in height. In addition, the signage on the building fascia -and canopy along Lemay should be eliminated, in accordance with the preliminary decision. The P.U.D, document should also state that temporary window signage such as spanner boards and temporary sale banners shall be sub- ject to obtaining a '30 day temporary sign permit from the Building Inspection Division. 6. The staff will need to review documentation that the proposed conve- nience store will exceed the City's adopted Model Energy Code. Since the project benefited fran the credit afforded by the energy conserva- tion criterion of the L.D.G.S., a letter should be. submitted from a mechanical contractor or.licensed engineer describing how the Code will be exceeded. This documentation should be submitted to the Planning Department no later than January 11, 1987. 7. A Traffic Study detailing the functioning of the Conifer and Lemay intersection has not yet been finalized. This study must be reviewed and accepted by the City Traffic Engineer prior to final approval. 8. Details of the underground gasoline tank installation should be sub- mitted to the Poudre Valley Fire Department for comment prior to final approval. This was a major concern of the neighborhood group as well as the Planning and Zoning Board. 9. The convenience store needs a building envelope with dimensions pro- vided. Also, the building envelope for the gas canopy should be labeled. 10. Please show the dimensions of the new property line after right-of-way dedication for Lemay Avenue. Presently, it is shown to the centerline of Lemay. This concludes staff comments at this time. In order to stay on schedule for the January 25, 1988 Planning and Zoning Board hearing, please note the following deadlines: Revisions are due January 7, 1988 (6 prints) 10 prints, PMT's, and colored renderings are due January 19, 1988 Final documents are due January 22, 1988.
