RE: Councilmember Horak's questions:
In response to Councilmember Horak's first question regarding caliper
sizes, "larger than minimum caliper trees" is defined as any caliper that
exceeds 1 3/4 inches. Staff is expecting the final landscape plan to show
street trees in the range of 2" to 2 1/2" caliper.
In response to the second question regarding the answer to questions #10 of
the neighborhood meeting minutes, it should be pointed out that the answer
was provided by the applicant, not the Planning staff. The applicant.
stated that their decision to locate on the site was unaffected by the
Lemay re -alignment plans. Staff regrets that this distinction was not made
clear in the minutes.
The planning horizon that is used in reviewing Planning and Zoning Board
items is based on Policy Number One of the Land Use Policies Plan adopted
in 1979. This nolicv states that:
"The City shall establish policies to guide and manage growth
and maintain the quality of life in the community. The City
shall also establish a population range of 140,000 to 160,000
to be utilized for the purposes of comprehensive planning,
guiding, and managing growth in measuring the quality of life
in the comunity."
In the explanation of this policy, the Land Use Policy Plan further states:
"At the present time, the

It is Staff s opinion that the future Lemay bypass does not affect the
acceptability of the site for a commercial shopping center. The current
plan is for the Lemay re -alignment to re -join the current alignment of
Lemay Avenue well south of Conifer Street and the subject property.
