Subject: Wetland Evaluation for Enclave at Redwood
Cedar Creek Associates, Inc. (Cedar Creek) was retained by DHI Communities to evaluate a potential
wetland on City of Fort Collins property adjacent to the Enclave at Redwood development project. The
survey area is located along Conifer Road just to the west of Lemay Avenue. The delineation of natural
features, such as wetlands is required for development according to the City of Fort Collins Municipal
Land Use Code – Section 3.4. The survey area contains a detention pond, which was the target of the
wetland evaluation.
Methods
Wetland delineation and sampling of the wetlands within the survey area were completed using the
methods and techniques specified for "routine on-site delineations" in the publication, Corps of Engineers
Wetlands Delineation Manual (USACOE 1987), and supplemented by the document, Regional Supplement
to the Corps of Engineers Wetland Delineation Manual: Great Plains Region, Version 2.0 (USACOE 2010).
The survey area was evaluated using the three-parameter approach via test hole characteristics, the
outer vegetated wetland boundaries were collected via GPS units, and this boundary denoted the
demarcation between vegetated wetlands and upland vegetation. Two formal sample point locations
(W01 & U01) were established to characterize the wetland and adjacent upland in the survey area.At
each sample point, percent total cover of dominant plant species was estimated. Species were then
classed as OBL (obligate wetland species), FACW (facultative wetland species), FAC (facultative species),
FACU (facultative upland species) or UPL (upland species), based on the USDA, NRCS 2012 National
Wetland Plant List for the Great Plains Region (http://plants.usda.gov/wetland.html). Species without a
designated wetland indicator class were considered UPL. Soil and hydrologic data were also collected to
determine the presence or absence of wetlands at each sample point. A formal field data sheet was
completed for each sample point.
Findings
A 1.64 acre wetland is contained with the detention area making up the majority of the property (Figure
1). Dominate species recorded in these wetland were narrowleaf cattails (Typha angustifolia), reed
canarygrass (Phalaris arundinacea), plains cottonwood (Populus deltoides), coyote willow (Salix exigua),
and Russian olive (Elaeagnus angustifolia). The wetland/upland boundary was typically defined by a
transition from dominance by these species to smooth brome (Bromus inermis) and crested wheatgrass
(Agropyron cristatum). The wetland is characterized by dominance by herbaceous species in the core and
woody plants along the edges. The upland area immediately adjacent to the wetland appears to be
routinely mowed for maintenance. The wetland exhibited both hydric soils and hydrology to qualify as a
wetland. Determination of jurisdiction was not considered for this analysis. Completed data sheets and
