Garfield Avenue Loveland, CO. 80537 PROJECT PLANNER: Debbie deBesche PROTECT DESCRIPTION: Request for 55 single family homes on 1n.04 acres, located at the southwest corner of South Shields and Casa Grande Boulevard, zoned R-P, Planned Residential. RECOMMENDATION: Approval EXECUTIVE SUMMARY: The applicant is requesting final approval for 55 detached single family hones on 10.04 acres, resulting in 5.47 dwelling units per acre with an average lot size of 5,150 square feet. This project is a continuation of the build -out of the Wagon Wheel Casa Grande PUD. The Planning and Zoning Board granted preliminary approval of this project at it's meeting on November 16, 1987. The project is supported by the City Land Use Policies, consistent with the Land Development Guidance System and is in substantial compliance with the approved preliminary plan. Background: The surrounding zoning and land uses are as follows: N: R-L-P; existing single family residences (Wagon Wheel Subdivision) S: R-P; existing single family and duplex residences and Williamsburg Horsetooth Commons E: R-P; single family attached (Cunningham Corners) W: R-L-P; existing single family residences (Wagon Wheel Subdivision) In 1979, 117.8 acres were preliminary subdivided into 291 single family lots. A number of preliminary and final plans have been approved. The Plan- ning and Zoning Board at it's June 24, 1985 meeting, granted preliminary approval for 66 attached units for this site. This particular site was Phase Three of a three phase plan. The applicant requested and obtained preliminary approval for 55 detached single family units for the site (November 16, 1987). 2. Land Use: The project is supported by City Land Use Policies Plan as follows: 22. Preferential consideration shall be given to urban development pro- posals which are contiguous to existing development within the city limits or consistent with the phasing plan for the City's urban growth area. The proposed single family development meets the criteria of the LDGS and achieved 58% points on the "Residential Uses Density Chart" at preliminary review. Shields Street is an arterial street as designated on the Master Street Plan. 3. Design: The buildings are a mix of tri-level, bi-level, and two types of two-story, with lap siding. The color selection for the homes will be based on exist- ing colors in use within the adjacent Wagon Wheel single family subdivision which consists of: - fiberglass shingles in autumn brown or rust; - siding painted predominantly with earth tones e.g. brown, rust, tan, beige, or gray; - brick of chocolate brown, mahogany, gray. The site plan layout provides for no direct vehicular access on to Cas Grade Boulevard from adjacent lots. Sidewalks are provided adjacent to the streets through out the development and the plan includes a 5 foot pedestrian walk between Laredo Court and Chaparral PUD - Final #60-87A P&Z Meeting for January 25, 1988 Page 3 Casa Grande Boulevard. The landscaping includes one street tree per lot provided by the developer and landscaping along Shields Street. Tract A, located adjacent to Shields Street, is designated as Common Open Space and will also serve as a drain- age detention pond which will be maintained by the homeowners. The lands- caping along Shields has been revised, since preliminary, at Staff's request and includes ten Marshall Green Ash along Shields. 4. Transportation. Staff has reviewed the traffic impact related to the project and determined that existing improvements are adequate to handle the increase. RECOMMENDATION The project is in conformance with the Land Development Guidance System, supported by the City's Land Use Policies Plan, and is in substantial com- pliance with the approved preliminary plan. ONE CHAPARRAL P.U.D. Materials & Colors The single family houses proposed for this subdivision are primarily of painted wood siding. Special features include octagonal roof vents, heavy trim details, painted wood windows, specialty windows (1/2 round S. trapecoids) and ornamental wood porch railings. Brick is optional on front ylevations. Color selections and combinations will be based on existing colors in use within the adjacent wagon wheel single family subdivision and the Casa Grande condominium development. Guidelines for selection of colors are as =ollows: Roofs - Class "A" fiberglass shingles in autumn brown or rust. Each building to receive only one color of roofing. Painting - Siding, trim, garage doors and fascias to be painted predominantly with earth tones such as brown, rust, tan, beige, or gray, or other colors as existing in the ad3acent subdivisions. Trim may be painted with different accent colors than siding. One color, scheme per building. Brick - To be Meadow Hills Chocolate, Mahogany, Georgetown, Old Chicago, or Dover Gray as manufactured by Robinson Brick Co. or similar.
