Thomas McCauley 2900 Silverwood Street Fort Collins, CO 80525 PROJECT PLANNER: Debbie de3esche PROJECT DESCRIPTION: A Special Review request for a water storage tank, located between Harmony Road and Horsetooth Road and 1 mile west of Taft Hill Road, zoned FA-1, Farming. RECOMMENDATION: Approval with conditions EXECUTIVE SUMMARY: The City Water Utilities Department is requesting a special review, through the County, which would allow a water storage tank. The tank is 6 million gallons and will be placed almost completely under- ground and is referred to as the South Foothills Tank. The City does not anticipate building the tank for approximately 10 years, but would like to purchase the site and obtain approval for the land use. OFFICE OF DEVELOPMENT 300 LaPorte Ave. • P.O. Background: The surrounding zoning and land uses are as follows: N: FA-1; Single family residence S: FA-1; Vacant E: FA-1; Vacant/single family residence W: FA-1; Vacant This request is a special review and does not create a public health and/or safety issue, therefore, the UGA agreement does not apply. 2. Land Use: The tank will be placed primarily underground and the projected traffic will consist of 3 trips per week which is much less than a single family dwelling. Staff has determined that the tank would be compatible land use once installed and landscaping mitigation completed. The landscaping mitigation is discussed under "Design". 3. Neighborhood Compatibility John McLean, Water Utility Construction Administrator, held a neighborhood meeting on Thursday, October 8, 1987, at Rocky Mountain High School. A summary of the meeting is included in this report. 4. Design: The tank will be primarily underground. Because the tank will not be con- structed for a number of years, the detailed design has not been completed. The applicant is willing to submit a detailed site plan for review and approval prior to construction. Staff also recommends that prior to con- struction, a professional landscape architect design a landscape plan which would provide for adequate buffering from adjacent properties.
