LCPZ-40(10/84) so Attachment 6 South Foothills Tank Special Review Application Specific Request: Add treated water storage tank. to allowable usages, subject to detailed review prior to construction. Major Points of Request: Ten years ago, as the City continued to grow west towards the foothills, the Water Utility began planning for the Foothills Pressure Zone. The Utility Master Plan called for the fully developed zone to be served by two pump stations and two storage tanks. The first pump station and storage tank are now in place serving the needs of the expanding pressure zone. The City does not anticipate building the South Foothills Tank for about ten years; but would like to purchase the site now, while undeveloped land is still available.. The master plan conceptually located the site of the second tank at the switch back in County Road 38E as it rises to go over Spring Canyon Dam. Property in this vicinity is at the proper elevation and is level enough to allow construction of a tank. The elevation of the proposed tank must match the existing Foothills Tank, located on the western extension of Prospect Street. This fact limits the number of suitable sites. The proposed site is the first suitable site encountered following the proper elevation contour south from the existing tank. All intervening property is too steep. Potential sites on the outside of the switch back have been divided into building sites with construction imminent. Another potential site, one-half mile south, is difficult to access and is too far south. Soils investigations on the selected site indicate no major foundation problems. The proposed tank will be almost com- pletely below ground, similar to the existing North Foot- hills Tank. Landscaping designed__bya professgnal arches-, ,tect- and -properly installed would._be__used_ to__further_mini __. mize visual _impact.I----Careful consideration would be given to the aesthetics of the access structure and color of the roof. so Frequency of surface traffic to the site would be three times a week to get samples and check on security. A shared access with the parcel to the north would be no problem if desired by the County. Because the proposed tank would not be constructed for many years, detailed design has not been done yet. If a tank is approved as a use on this site, the detailed site, plan would be submitted to appropriate approval agencies prior to construction.
