Need to know material type, footer design, etc. There are some concerns around constructability with the proposed utilities. From a design perspective, there may be a case for a dry-stacked sandstone wall or something of the like. 03/30/2022 FOR HEARING - UNRESOLVED: 08/31/2021 FOR HEARING: Please provide a low architectural wall between prospect and the building. The wall should use similar materials to what is used in the building. Locations where this element is necessary is redlined on the site plan. A detail for the architectural wall has been added to the landscape details sheet. Comment Number: 11 09/12/2022: FOR FINAL PLAN: Forestry still has some unresolved issues around identifying which trees will be removed and which will be part of the overall mitigation plan. Please work with planning and forestry staff to resolve any outstanding issues around the tree removal and mitigation plan. 03/30/2022: FOR HEARING - UNRESOLVED: Remains unresolved and requires further exploration of fence constructability and forestry coordination. 08/31/2021 FOR HEARING: Regarding screening to adjacent properties, please provide a 6 foot fence with architectural columns spaced at 40' intervals along all portions of the site that remain unscreened. Columns should utilize warm colors of brick or like material. Screening to adjacent properties remains a very important issue of the site. Further coordination with forestry is needed to determine the existing tree inventory and its health to plan for the long term screening around the south and west boundary of the site. If the trees are deemed unhealthy, dead or dying, we'll want to see this area planted with a combination of evergreen, deciduious and ornamental trees that provide full screening to the adjacent properties. The tree removal plan has been revised to better represent which trees are to be removed and which trees are to remain. A fence has been added along the south and west boundaries of the site. Please work with forestry staff to determine an adequate grate size and species selection for this area. Acknowledged, thank you. Comment Number: 16 03/30/2022 FOR HEARING: 4.23(E)(3) - Canopies, require the fuel canopy to be designed with a pitched roof. Please update the fuel canopy to carry over the architectural roofline of the primary building. The roof should overhang the fascia and provide eaves. Per discussions with the City, the fuel canopy roofline has been revised. Comment Number: 18 03/30/2022 FOR HEARING: Unfortunately, staff missed evaluating compliance with 4.23(E)(3) - Canopies. The standard requires that fuel canopies be attached to and made an integral part of the main building and cannot be freestanding. Staff is open to a modification of standard to this section, however, it must meet the intent of the standard in a "better than way". The original intent of the standard. The original intent was related to addressing architectural character and making the canopy more integral to the building design. I suspect mitigating elements would be providing an architectural wall along with Lemay and providing additional architecture, the fact that the canopy is reduced in size and setback from Lemay, pitched roof with overhanging eave. A request for modification of standard wil be submitted to allow for the fuel canopy to remain detached from the main building. Comment Number: 19 03/30/2022 INFORMATION ONLY: Based on the operational characteristics of the existing gas station (7:30 PM - 6 PM) Monday-Saturday, staff is considering a condition of approval that would limit hours of operation from 6 am-9:30pm Mon-Fri and 6am-7:00pm sat/sun The basis for the condition would be related to the adjacency to two 6 1880 Fall River Drive / Suite 200 / Loveland, CO 80538 O 970.461.7733 / olsson.com single-family detached and other residential uses and the associated impacts of late-night traffic, noise, lighting intensity, and hours of full illumination. Thank you for the information. Kum & Go initial plan is to be open 5am – 11pm and limit lighting and noise to code-conforming low intensities and requirements. Comment Number: 20 03/30/2022 FOR HEARING: Related to the fence, staff recommends mediating a meeting between the property to the south and the applicant team. The preferred fencing would be architectually unified with the fencing proposed along the western property boundary and provide a high quality residential character to the project. Acknowledged. An attempt was made to set up a meeting by the applicant team but was declined by the adjacent property owner. Owner intends to attend the hearing. Comment Number: 21 09/12/2022: FOR HEARING There will likely be a condition related to compliance with interior parking lot landscaping requirements. Staff will work with the applicant team as we draft the staff report to resolve any outstanding issues through a condition or change to the site plan. MASSING & BUILDING ARTICULATION: Round 1 was already generally compliant with this component. Improvements could be made to improve screening between the 945 and 949 properties to ease the massing difference between the two buildings. Specifically a compatible fence between the properties and shifting the trash enclosure to a partial lapboard style would be most meaningful. BUILDING MATERIALS: Round 2 improvements include materials that meet requirements 3 for durable materials and 4 in referencing dominant materials on 945 E Prospect, although meeting Item 4 could be improved with use of lapboard over more elevations than just the entry. FAÇADE DETAILS: Similar window pattern is used between historic (945) building and new build. SUMMARY: At this time, Preservation staff anticipates this will be a staff-level review with no referral to the Historic Preservation Commission. Staff considers the project compliant with 3.4.7 but recommends some improvement to screening between the historic 945 E Prospect property and the new construction. Acknowledged, thank you. We are reviewing the signal plans and can finalize those in Final Plans. 03/28/2022: FOR HEARING - UPDATED: The traffic signal pole within the pork chop island is needing to be replaced. This will require finding a new location for the pole, and would like to coordinate the replacement of the pole with the construction of the pork chop island. If possible we would like to schedule a meeting to discuss this further. We would also like to see the pork chop island redesigned to be more ADA friendly given there is only a two and a half foot walking path beyond the truncated domes. The truncated domes should also align and provide a directional path to the ADA ramp in the sidewalk. 08/31/2021: FOR HEARING: We will need to get better detail with regard to pork chop island for the right turn lane and how ADA guidelines will be met for access to the existing traffic signal and pedestrian push buttons. Some questions remain about the sizing (100-year vs 10-year) and if all the proposed inlets are necessary. Please see redlines for additional information and contact me to discuss. 03/23/2022: It appears the proposed inlet is not sized for the basin draining to it; it appears the basin extends further west and will have flows exceeding those currently calculated. Please review and update. 08/30/2021: Please contact me to coordinate regarding the sizing of drainage infrastructure impacted by the proposed turn lane. Sizing for the inlets within Prospect have been coordinated. Per discussions, inlets are to be sized for the 10-year. Comment Number: 3 09/09/2022: FOR FINAL PLAN - UPDATED: Thank you for the clarification provided. Please note SOPs and final details will be required with final plans. 03/23/2022: Thank you for providing spill containment on the site. Some questions remain about the design of this system. Please see redlines for additional information. Please note SOPs for the spill containment will be required as a part of final design. 08/30/2021: Spill control structures are required for all new and redeveloping gas stations and vehicle maintenance facilities. In addition to emergency spill response procedures, such as the use of absorbent booms, structural spill controls must be used to protect all areas downstream of the site including roadways, drainage channels, storm sewer systems, wetlands, creeks and tributaries from petroleum products and other pollutants that are stored and handled at gas stations and vehicle maintenance facilities. The spill control structure can be a below grade concrete vault and should be placed in a location on the site that allows for spills to be directed toward it. Low flows, both pollutant spills and runoff from small storms, should be able to be directed into the control structure. Larger storm flows may be directed into the control structure but more likely will overtop a curb or bypass the spill structure and runoff toward the site detention basin. The spill control structure or vault must have a minimum capacity of 150 gallons. The vault should be covered for safety although ventilation should be provided to allow for evaporation between storms. Also, with the addition of the storm inlet in the sidewalk for Rnd 3 we will need to get around that. 03/29/2022: FOR HEARING - UPDATED: Proposed relocated electric facilities along Prospect adjacent to Lot 2 and even west of Lot 2 do not appear to be in any ROW or Utility easement. Is there any easement extending beyond Lot 1 to Lot 2 or any ROW behind the proposed sidewalk that can be utilized? 08/30/2021: FOR HEARING: Light & Power has a handful of electric facilities along Prospect that will need to be relocated for the right turn lane. Any existing and/or proposed Light & Power electric facilities that will remain within the limits of the project will need to be located within a dedicated easement or the public right-of-way. Please coordinate with Light & Power where these existing facilities can go and show on the plan set. Routing of electrical lines has been coordinated with Light and Power and updated within plans. Comment Number: 2 09/01/2022: FOR HEARING - UNRESOLVED: The proposed transformer location does not appear to have been shifted to meet clearance requirements. The transformer looks to be in the same location as Round 2. 03/29/2022: FOR HEARING - UPDATED: The new transformer location does appear to be meeting separation requirements from the building windows. The transformer must be a minimum of 3 feet to the side and 10 feet away from the proposed non operable windows. The transformer may need to shift to the south to meet the requirement. Comment Number: 3 09/01/2022: FOR HEARING - UPDATED: Where will the pole mounted CT cabinet and meter be located? We normally see these mounted on the exterior of the building. Please verify with Chad Stanley 970-217-6110 in our Electric Meter Shop if this is acceptable. Also, Note 1 on the Utility Service Plan indicates Light & Power will pull in the conductors. Please remove this note, as it will be the electrical contractor who pulls in the conductors. 03/29/2022: FOR HEARING - UPDATED: Leaving this active until we are firm on the proposed transformer location. 08/30/2021: FOR HEARING: This project will need to comply with our electric metering standards. Electric meter locations will need to be coordinated with Light and Power Engineering. Reference Section 8 of our Electric Service Standards for electric metering standards. This would avoid getting primary across Lemay Ave. which was recently paved. This would involve cutting in a primary vault, maybe two, along Prospect for the 3-phase. Please adjust the proposed street trees along Prospect and Lemay to meet the minimum spacing requirements. 08/30/2021: FOR HEARING: There are two existing streetlights that will need to be relocated with this project. They will need to be in the Public ROW or a Utility easement. Please coordinate with Light & Power. Streetlights will be placed along public streets. A 40 feet separation on both sides of the light is required between canopy trees and streetlights. A 15 feet separation on both sides of the light is required between ornamental trees and streetlights. The proposed streetlight has been added to the planset. Comment Number: 12 09/01/2022: FOR HEARING - UPDATED: Applicant is showing a proposed electric line feeding the light pole. I will check with Dan Mogen to make sure this location is okay. 03/29/2022: FOR HEARING: It appears the existing streetlight, that has to be relocated, at the SE corner of the site is fed by overhead electric from the existing traffic pole. Light & Power will need to underground this line to the relocated streetlight.
