#72-87A

PROJECT DESCRIPTION:
This is a request for a two-year extension of the final subdivision
approval for a 21 lot single family subdivision, located on the
south side of West Vine Drive west of North Taft Hill Road. The
site is zoned RLP, Low Density Planned Residential.
RECOMMENDATION: Approval with a condition
EXECUTIVE SUMMARY:
This two-year extension presents no specific problems for the City
agencies or outside utilities. Staff is recommending approval of
the extension, until February 26, 1996, with the condition:
1. The final drainage report must be completed, including
addressing the City' s adopted Erosion Control Criteria, and
the required drainage easements for conveyance of stormwater
flows from the Poudre Plains Subdivision development area to
the New Mercer Canal must be properly secured prior to the
release of any building permits.

COMMENTS:
1. Background:
The surrounding zoning and land uses are as follows:
N: FA; existing single family (in Larimer County)
S: RLP; existing single family
E: FA; Kingdom Jehovah Witness Hall (in Larimer County)
W: FA; existing single family (in Larimer County)
The Poudre Plains final plat was approved in March, 1988. Since
that time there have been two six-month extensions and one two-year
extension granted. The approved development plans are scheduled to
expire on March 28, 1994 . This request, for a two-year extension,
would extend the approval until February 26, 1996.
2 . Land Use:
The approved subdivision plat consists of 21 single family lots, a
tract for detention purposes and a small tract for pedestrian
access. All of the lots meet the minimum requirements of the RLP,
Low Density Planned Residential Zoning District.
Lots 10 through 14 are more than 660 ' from a single point of access
(until North Briarwood Road is extended south and connected) and
must have fire sprinkler systems installed. There is a note on the
plat regarding this requirement.
There is an 8 ' wide pedestrian access walkway between lots 10 and
11 that will be maintained by the owners of the adjacent lots. The
walkway is intended to provide pedestrian access through this site
to Irish Elementary School .
3 . Storm Drainage:
The Stormwater Utility has asked that the final drainage report
revisions be made and that this report address the City's adopted
Erosion Control Criteria. Also, the required drainage easements for
conveyance of stormwater flows from the Poudre Plains development
area to the New Mercer Canal must be properly secured. Staff is
recommending a condition stating that the final drainage report
must be completed, including addressing the City' s adopted Erosion
Control Criteria, and the required drainage easements for
conveyance of stormwater flows from the Poudre Plains Subdivision
development area to the New Mercer Canal must be properly secured
prior to the release of any building permits.

RECOMMENDATION:
Staff finds that there are no significant issues related to the
request for a two year extension of the Poudre Plains Subdivision.
The approved plan meets the requirements of the RLP Zoning
District. Therefore, staff recommends approval of the Poudre Plains
Subdivision Two-Year Extension, #72-87A, with the condition:
1. The final drainage report must be completed, including
addressing the City's adopted Erosion Control Criteria, and
the required drainage easements for conveyance of stormwater
flows from the Poudre Plains Subdivision development area to
the New Mercer Canal must be properly secured prior to the
release of any building permits.
