CITY OF FORT COLLINS OFFICE OF DEVELOPMENT SERVICES, PLANNING DEPARTMENT December 16, 1987 Mr. Ray Seaser The Egg and I Restaurant 2809 South College Avenue Fort Collins, CO. 80525 Dear Mr. Seaser: Staff has reviewed the request to amend the Harvard P.U.D. which will be heard by the Planning and Zoning Board on January 25, 1988. The following comments are offered: 1. As we discussed on the phone, the major issue is to increase the avail- able parking to accommodate the proposed expansion. One method of pro- viding adequate parking is to enter into a "shared parking agreement" with the owner of the retail center to the south. It may be helpful to calculate the current number of parking spaces (29) and the current num- ber of seats (112). This ratio (one parking space per 3.86 seats) will determine the given situation. If the proposed expansion in the number of seats (30) is accompanied by increased parking spaces as per the given ratio (30/3.86=7.77) , then Staff can comfortably approve the park- ing situation. According to this method, you would need to negotiate 8 off-site parking spaces. 2. It may be helpful to determine the peak parking demand for your business and the peak parking demand for the retail center to the south. Wher- ever these two peaks diverge, there are opportunities for shared park- ing. I have enclosed a table from the Urban Land Institute that uses national data to calculate peak parking demand per hour for retail uses during a weekday. Please keep in mind that these national figures may not logically relate to the businesses to the south so local information may be more reliable. Also, weekend data may also differ. The table is enclosed to give you some data as well as suggest a format as to how to best calculate a shared parking arrangement. A note should appear on the site plan stating that no easements are to be vacated with this expansion. 4. A licensed engineer should prepare a statement or drainage report that calculates the difference in storm water runoff between existing condi- tions and proposed conditions. If the increase in impervious surface area requires an increase in the detention capacity, then the report shall indicate how this extra capacity will be achieved. If grading work is required, please show the proposed grades. 5. The P.U.D. site and landscape plan should include the proper signature blocks for the owner of the property and the Secretary of the Planning and Zoning Board. In order to stay on schedule for the January 25, 1988 Planning and Zoning Board hearing, please note the following deadlines: Plan revisions are due January 6, 1988 (6 prints). 10 prints, PNYT's, and colored renderings are due January 18, 1988.
