Box 580 • Fort Collins, Colorado 80522 • (303) 221-6750 SERVICES, PLANNING CONCEPTUAL REVIEW STAFF COMMENTS MEETING DATE: November 16, 1987 ITEM: The Egg and I Restaurant Expansion APPLICANT: Mr. Ray Seaser, c/o Egg and I Restaurant, 2809 South College Ave., Fort Collins, CO 80525 LAND USE DATA: Expansion of the seating and waiting area for The Egg and I located at 2809 South College. OATS: 1. The site plan should show the dimensions of the building and the pro- posed expansion areas. 2. The increase in seating area does not appear to matched by any increase in the parking spaces. Will an increase iri seating cause parking to spill over to adjacent areas? If these adjacent uses have peak parking demand at different times than The Egg and I, then perhaps a shared parking arrange- ment can be worked out. 3. The expansion of the waiting area gets very close to the driving aisle. If the doors are to swing outward, then this could cause pedestrians to step into the path of vehicles. Perhaps the sidewalk could be widened at the doorway. Driving aisles are usually 24 to 28 feet wide depending on the angle of the parking. Ninety degree parking needs a minimum of 24 feet back-up space. 4. The Stormwater Utility would need a letter from an engineer stating that there would be no increase in storm water runoff due to the increase in the impervious surface. If storm flows increase, they either must be obtained on the site or you would need to seek a variance from the Storm Drainage Board. 5. The landscaping would have to be increased to compensate for the loss of the yard area. Foundation plantings around the proposed patio and any additional trees and shrubs would be welcome. 6. The request to amend the Harvard PUD would be able to be heard by the Planning and Zoning Board as both a preliminary and final submittal. The Egg and I Restaurant Expansion Page 2 7. The proposed expansion areas should be reviewed carefully with the plat to make sure that you are not encroaching on any easements. If so, then the Staff would examine the feasibility of vacating the platted ease- ments. 8. The next available Planning and Zoning Board would be January 25, 1988. Applications must be submitted to the Planning Department no later than December 4, 1987. The application should include 20 blue print copies of the site plan which shows the building expansion areas, increased parking (if available) , and a landscape plan.
