For your information, attached is a copy of the Staffs comments concerning Playland Addition-
Harmony Road and College Avenue presented before the Conceptual Review Team on September
11, 1995.
The comments are offered informally by Staff to assist you in preparing the detailed components of
the project application. Modifications and additions to these comments may be made at the time of
formal review of this project

EPTUAL REVIEW STAFF COMMENTS

MEETING DATE: September 11, 1995
ITEM: Playland Addition- Harmony Road and College Avenue
APPLICANT: Mrs. Amy Carlson, McDonald's Corporation, 5251 D.T.C.
Parkway, Suite 300, Englewood, CO. 80111.
LAND USE DATA: Request to add a 1,300 square foot"Playland"addition onto the
east side of McDonald's, in the area of the existing outdoor play facility, at 4525 South College
Avenue (College and Harmony). The addition would be glass panels at a height of 22.5 feet.
New indoor seating would replace existing outdoor seating.
COMMENTS:
1. If there is a need to upgrade the existing electrical panel to supply the new HVAC
equipment,then please contact Alan Rutz at Light and Power, 221-6700. An upgrade
will require the completion of the"Commercial One"form which determines entrance
capacity and the ability of the existing transformer to supply the necessary amount of
power.
2. If there is no need to install new water or sewer services,then there are no issues with the
City's Water and Wastewater Department. Existing services come in from the north so
the addition should have no impact. If you need information from Water and
Wastewater, please contact Mark Taylor, 221-6681.
3. With the addition,the building will contain over 5,000 square feet of floor area that is
uncontained by fire separation walls rated for"one-hour." As such,the building must be
equipped with either a one-hour separation wall so that no one area exceeds 5,000 square
feet, or equipped with an automatic fire extinguishing system meeting commercial
specifications. The Fire Marshal strongly recommends the installation of an automatic
fire extinguishing system. For further information,please contact Mike Pretz, Poudre

4. The new exit in the Playland addition must be handicap accessible.
5. The Transportation Department will not need an updated traffic study since the addition
is not a generator of new trips.

6. The Storinwater Utility will need a letter from a licensed professional engineer stating
that the addition will be placed over existing impervious surface. Further,the letter
should address any issues related to the direction of storm flows to the approved outlet.

7. The Engineering Department will assess the Street Oversizing Fee, on a pro-rated basis
for the new addition. The base fee is $14,005 per acre. Please contact Matt Baker,Civil
Engineer, 221-6605 for an estimate of this fee.
8. The restaurant was approved as a planned unit development. The addition will be
processed as an Amended Final P.U.D., subject to the review criteria of the Land
Development Guidance System, to be considered by the Planning and Zoning Board.
9. Staff cautions McDonald's and the store operator that the request is considered
controversial and will likely be placed on the Planning and Zoning Board's discussion
agenda. The three glass panels, with a height of 22.5 feet, is an introduction of an
architectural element not found elsewhere in the center. Observations of the Loveland
and Windsor facilities indicate that these playland additions are extremely prominent and
the new materials and height are in sharp contrast with the architectural character of the
existing store. The request will be evaluated and reviewed by All Development Criteria
of the Land Development Guidance System, in particular Architecture (A-2.7),
Landscape(A-2.13)and Site Lighting(A-2.15) and Glare or Heat(A-2.17).
10. The request for additional signage will be reviewed for compliance with the City's Sign
Code. All square footage must be within the allowance as per the Sign Code, including
parking lot directional signage, menu board,wall and monument signs. Further,new
signage on the playland addition must comply with All Development Criterion A-2.14,
"Signs," of the Land Development Guidance System.
