For your information, attached is a copy of the Staff's comments concerning Jiffy
Lube at The Gateway at Harmony Road P.U.D. , presented before the Conceptual
Review Team on April 5, 1993.
The comments are offered informally by Staff to assist you in preparing the
detailed components of the project application. Modifications and additions to
these comments may be made at the time of formal review of this project.

CONCEPTUAL REVIEW STAFF. COMMENTS

MEETING DATE: April 5, 1993
ITEM: Jiffy Lube at The Gateway at Harmony Road P.U.D.
APPLICANT: Ralph and Beth Fuller c/o Carr Bieker, The
Architects' Studio, 117 East Mountain Avenue, Suite
200, Fort Collins, CO. 80524.
LAND USE DATA:
Request to convert the approved Amoco P.U.D. at the southwest
corner of College and Kensington to a Jiffy Lube with gas pumps,
one-bay automatic carwash, and cashier's booth.
COMMENTS:
1. The site is located within the McClelland-Mail Creek drainage
basin. The Storm Drainage Fee in this basin is $3,717 per
acre, subject to the amount of impervious surface and the
runoff coefficient. The existing Drainage Report should be
upgraded to reflect the proposed conditions.
2 . At the time of approval, the Stormwater Utility considered
joint participation in a stormwater runoff water quality
project. Please check with Mr. Bob Smith of the Stormwater
Utility to verify whether this project is still viable. It
may be that downstream work would preclude this water quality
project from being necessary.
3 . Three-phase electrical power is available at the northeast
corner of the lot. The location of the transformer should be
coordinated with Light and Power. Transformers must be
screened by either solid material or landscaping, and must be
within eight feet of a hard surface area for servicing. A
standard "C-1" Form is required to be completed by the
electrical contractor to determine the panel size and entrance
capacity. Normal commercial development charges will apply.
4 . Both water and sewer stubs are installed and available. The
carwash will require a sand and oil trap on the sanitary sewer
line.
5. The internal cross access to the middle lot may be eliminated
as long as the middle lot retains an access out to Kensington.
Keep in mind that the College/Kensington intersection will be

signalized in the future, depending on the rate of development
on the east side of College Avenue. This signal has been
approved in the South College Access Control. Plan.
6. Please identify on the plans the location of the Kensington
curb cut. for Pedersen Toyota. Your curb cut should align as
closely as possible with Pedersen's on the north side of
Kensington. If a close alignment is not possible, then your
curb cut should move as far east as possible so the two curb
cuts do not suffer from "interlocking left turns" on
Kensington.
7 . Parking will not be allowed on Kensington. Please be sure to
allow enough parking on your site for the proposed number of
employees on the largest shift.
8. The sidewalk on College Avenue should be seven feet wide and
detached. The City's Street Oversizing Fee will pay for four
feet of this seven foot width. The sidewalk should be located
at the back of the right-of-way. (College Avenue at this
location has 60 feet of half width of right-of-way. )
9. The sidewalk on Kensington should be four feet wide. It can
be attached to the curb. If you desire to detach the sidewalk
for design considerations, this is acceptable but the walk
should then be placed in a pedestrian access easement if
pushed past the back of the right-of-way.
10. There may be a repay agreement obligating you to pay for half
of the construction of Kensington. Please check with Matt
Baker, Engineering Department, 221-6605, to verify any repay
agreements regarding this parcel.
11. The Street Oversizing Fee for the proposed use is $14, 005 per
acre.
12 . A standard Utility Plan (amended) and Development Agreement
(amended) will be required.
13 . It is suggested that the under-canopy lighting be fully
recessed to avoid light spillage offsite.
14. The applicant has been made aware of the need to match the
color of the McDonald' s. The P.U.D. references "gray tones"
to be used on all lots with The Gateway at. Harmony Road.
15. The Planning Department recently denied a request by Total
Petroleum to change the recommended sign configuration (height
and width) from that which was approved by the Planning and
Zoning Board at the time of initial approval. While some
flexibility is available, the Planning Department will
carefully evaluate any signage changes that significantly
deviate from the original P.U.D.
