This letter is a follow-up to our meeting this morning regarding
the McDonald's Restaurant, located at the northwest corner of
Harmony Road and South College Avenue.
As discussed with Eric Bracke of the Transportation Division and
Kerrie Ashbeck of Engineering, we do not approve of the concept of
converting the existing parking spaces on site to 90 degree
parking. The site was designed to function as a one-way and
changing the parking angle removes the present means of controlling
this one-way operation. The right -in access on College Avenue was
tied to the existing design on -site and we are concerned about the
impact on this access if the site circulation were to be altered.
The placement of parking spaces along the College Avenue frontage
is also of concern, since this is a highly visible corner. The
ability to adequately buffer and screen parking in this location
may be hampered by the existing storm water detention pond and the
introduction of additional impervious area may trigger the need for
additional drainage reports.
The other option you presented to us, specifically adding a "pork
chop" island at the site's northern entrance would not provide a
solution for our concerns regarding a change in one -site
circulation. We do, however, believe that the parking spaces in
the northwest corner of the site and those spaces immediately west
of the restaurant could be converted to 90 degree spaces without
affecting the overall site circulation. A further option (although
probably not desirable to McDonald's) is to close the existing
College Avenue access, which then allows more flexibility for
altering on -site circulation patterns.
In summary, we need to stress the fact that we believe that the
ability to add approximately 15 parking spaces to this site does
not exist and that McDonald's must come to the realization that
additional parking needs to be secured off -site. The restaurant

site is presently at capacity, in terms of the number of parking
spaces and we are not willing to support changes that we believe
would compromise the existing circulation and landscape design on
the site.
