Dear Keith:
We have reviewed the design concept for the McDonald's Restaurant,
located at the northwest corner of College Avenue and Harmony Road,
in Fort Collins. This concept proposes to add a row of parallel
parking spaces along the south side of the existing drive-thru. We
have a number of concerns regarding this concept, as follows:
1. Reduction of setback along Harmony Road, a major arterial
street;
2. Increase in hard surface on the site;
3. Increased congestion near the drive-thru, with cars using the
drive-thru, "escape" lane and cars parallel parking;
4. Creation of pedestrian conflicts, with pedestrians crossing the
drive-thru and escape lanes to get to the restaurant.
Although a serious effort has been made to offset the loss of 10'
of the landscaped setback along Harmony Road, the overall concerns
about congestion, reduction of setbacks and pedestrian conflicts
are significant enough that we cannot support this concept. If
parking for the McDonald's site is inadequate, we suggest that
McDonald's pursue additional land area to the north of this site
for parking and/or explore the potential for shared parking to the
north.
If McDonald's wishes to formally pursue this concept, an
Administrative Change must be submitted (see attached) to the
Planning Department. A denial of this concept by staff can be
appealed to the Planning and Zoning Board at the April 26 Board
meeting, if a request is made at least two weeks prior to the
hearing.
