Plan #1-88A;' and has the following comments: AF5 1. Provide names and addresses for the developer, the land owncr(s) and all lien holders. Complete legal names of corporations and/or partnerships, including type of partnership and name and title of persons authorized to sign the development documents. This information will be required at final, the sooner we have it the better. 2. The Project Engineer will receive additional comments red lined on the utility drawings. 3. Submit an updated APO list with a letter verifying the list is current to within 30 days of December 5, 1988. 4. Estimate the number of employees this project will generate. 5. Revise the Business Service point chart to include points for a transit stop in the fourth column. 6. Provide a project development schedule. 7. The land use data needs to include the percentages of building coverage, streets and parking, and landscaping. 8. Staff is concerned about the number of parking spaces, given the intensity of the land uses proposed for the site. Please provide a shared parking analysis and parking distribution diagram, to illustrate how the plan works during peak hours of operation. 9. Show existing trees on the site plan, including species, size and condition. 11. Provide a stronger pedestrian linkage from the public sidewalk to the Jstandard restaurant. J12. Show the design of travel lanes on College Avenue thru the intersections at Kensington and Harmony Road. J 13. College Avenue will require three thru lanes. This design requirement may result in the need for additional right of way. 114. City Council has put a condition on the South College Access Control Plan that requires Kensington to be constructed from College to J.F.K. and J.F.K. to be constructed from Troutman to Harmony prior to medians being constructed on College Avenue from Kensington to Harmony. This issue will be the most critical issue to be resolved at our next meeting. 15. Street tree spacing needs to be 40 feet on center or less. 16. Provide an Owner's Certification on the site plan. 17. Provide a Planning and Zoning Board Certification on the site plan. 18. The proposed "right in" on College Avenue will require a deceleration lane designed to State Highway standards and will also, require amending the South College Access Control Plan. Rick Ensdorff will explain the process for doing this at our meeting, scheduled for January 3, 1989. 19. Continuous 7 foot wide sidewalks are required along major arterials. Both College and Harmony are major arterials. 20. Provide additional foundation plantings Lor retail buildings and standard restaurant. 21. Any relocation of Light and Power facilities will be at the owner's expense. 23. The final plat needs to dedicate a 15 foot utility easement adjoining the west right of way line of College Avenue and the north right of way line of Harmony Road. 24. The final plat needs to dedicate a 10 foot wide utility easement adjoining the east right of way line of Mason street and the south right of way line of Kensington Drive. 25. Show location and size of existing and proposed fire hydrants and water lines. 26. A sewer main is existing in Mason Street and can be extended onto the property to provide sewer service for the individual buildings. A repay is required for the Warren Lake Trunk Sewer. 27. Water mains arc existing in Kensington Drive and Mason street. Watcr services may be tapped into these mains or a new main may be looped / through the site between these two streets. ✓ 28. The State Highway Department is requesting the developer to dedicate a 70 foot half right of way along College Avenue, at this location. 29. Construction of the Kensington street access and the right turn lane for Harmony Road require State Highway Access Permits. Flic State Higfiwa% Department agrees that a south bound right turn deceleration lane should be provided on College Avenue for Harmony Road. The permit for Ken- sington Drive was initiated by the City but never completed. 30. Any connection to utilities in the College Avenue right of way will require a Utility Permit from the State Highway Department. 31. Erosion control measures during construction must be used to prevent silt from being washed into adjacent Mail Creek. Show proposed erosion control measures on the final grading and drainage plan. 32. A separate grading and drainage plan showing proposed contours must be submitted at final review. 33. Surface run-off from the car wash must not drain into the storm sewers. Please show sufficient spot elevations around the car wash to show that this will not occur. 34. If each detention area is to act independently, the site must be divided into separate basins and each pond sized separately. The surrounding streets must be included in the basins. 35. Where will emergency overflow be provided? a 36. See the drainage report for additional comments on the proposed release rate and detention requirements. 37. Add a note to the site plan indicating that all signs will comply with the sign code. The McDonald's flag is prohibited by the code, signs which exceed 4 square feet are considered free standing signs and only one free standing sign is permitted per street frontage. 38. Staff appreciates the thoroughness of the signage information that has been submitted for preliminary review. Staff requests that the roof top McDo- nalds sign be eliminated and that the ribs not be lighted. 39. City standards require a 24 foot driveway for 60 degree parking if it is double sided. The proposed 18 foot parking stall length will not work where cars cannot overhang the walk. 40. Provide a soils report. s 41. The right in access off College Avenue conflicts with interior circulation. Staff is concerned that cars could be staked up effecting through _mo%c- ments on College Avenue. This concludes Staff comments at this time.
